The National Weather Service in Pueblo has issued a

* Flash Flood Warning for...
  Southeastern Fremont County in central Colorado...
  Northeastern Custer County in southeastern Colorado...
  Western Pueblo County in southeastern Colorado...

* Until 745 PM MDT.

* At 440 PM MDT, emergency management reported flash flooding from 
  the Junkins burn scar.  A flood wave of water and debris is 
  flowing down Hardscrabble Creek and should arrive at Wetmore by 5 
  PM and continue towards the Arkansas River. Flash flooding is 
  already occurring.

* Some locations that will experience flooding include...
  Florence and Penrose. 

Excessive rainfall over the Junkins burn scar has resulted in debris 
flow moving through the Hardscrabble Creek drainage. The debris flow 
can consist of rock, mud, vegetation and other loose materials.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Move away from recently burned areas. Life-threatening flooding of
creeks, roads and normally dry arroyos is likely. The heavy rains
will likely trigger rockslides, mudslides and debris flows in steep
terrain, especially in and around these areas.

SOUTHEASTERN FREMONT...NORTHEASTERN CUSTER AND WESTERN PUEBLO
COUNTIES...

At 530 PM MDT, local law enforcement reported flash flooding on 
Hardscrabble Creek in Wetmore.  Flash flooding is already occurring.

Excessive rainfall over the Junkins burn scar has resulted in debris 
flow moving through the Hardscrabble Creek drainage. Law enforcement 
reported a 20 foot wide wall of water currently moving through 
Wetmore. The debris flow can consist of rock, mud, vegetation and 
other loose materials.

Some locations that will experience flooding include...
Florence and Penrose.

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

COUNTIES...

Heavy rains which caused flash flooding in the Junkins burn scar are 
moving northward along Hardscabble creek in Fremont county. The 
water along Hardscabble creek in Fremont county is likely running 
very high, or is out of its banks. Please use extreme caution if 
live along, or driving near, Hardscabble creek in Fremont county. 

Hardscabble creek crosses county road 106, county road 19, and 
Highway 120 in Fremont county. It then empties into the Arkansas 
River at Portland.
 

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Remain alert for flooding even in locations not receiving rain.
Arroyos, streams, and rivers can become raging killer currents in a
matter of minutes, even from distant rainfall.

Move away from recently burned areas. Life-threatening flooding of
creeks, roads and normally dry arroyos is likely. The heavy rains
will likely trigger rockslides, mudslides and debris flows in steep
terrain, especially in and around these areas.
