.DISCUSSION...No big updates needed this morning, just some fine
tuning of today's grids. The weather is much quieter than this
time yesterday morning, and it will continue to be so for the
remainder of the day. Fog and low clouds have filled in some of
the interior valleys west of the Cascades as well as portions of
the east side. High level cloud cover also streams over the area,
making it a bit difficult to discern exactly where the low
clouds/fog exist. The lower clouds will burn off later this
morning, but higher clouds will continue to stream over the area
making for a mostly cloudy day.
Another strong front, albeit weaker than yesterday's front, will
approach the area later this afternoon but we won't really start
feeling it's effects until early Thursday morning. Ahead of it, a
warm front will lift north and some light showers is expected
along the coast this afternoon and evening. The main front will
move onshore Thursday morning and progress inland throughout the
day Thursday. Another round of gusty winds are expected, but
should be weaker than yesterday's winds. We'll likely be issuing
more wind headlines with the afternoon package, as well as
assessing any winter weather impacts. Another round of heavy rain
will impact the area as well, but given the shorter duration of
the heavy rain with this front, we aren't as concerned with flash
flooding potential. Nor are we expecting any main stem river
flooding given the break between systems we've been seeing.
Altogether, Thursday's front will be weaker than yesterday's but
will still have it's associated hazards. See the previous
discussion below for more details. /BR-y

.AVIATION...For the 19/18Z TAFs...At the coast, VFR conditions
will continue into this afternoon. The TAF at North Bend shows MVFR
ceilings due to rain early this evening, but confidence on the
timing and the event happening is medium, so watch for updates. If
MVFR ceilings do not materialize, then VFR ceilings should last
through the TAF period, although MVFR ceilings could lower towards
the end of the period if the front arrives sooner. Wind speed shear
will be a concern tonight until the stronger winds begin to surface
Thursday morning.
Meanwhile LIFR ceilings and visibility in fog and low clouds are
currently in the Illinois Valley, Rogue Valley including Medford and
Grants Pass and portions of the Umpqua Basin, but not at Roseburg.
Current guidance shows improving conditions around 20z, but suspect
that may be too soon, so went with improving conditions at 21z for
Medford. There's a chance this could be delayed by an hour, so we'll
have to monitor. Once the fog and low clouds dissipate, VFR ceilings
are expected the rest of the day into tonight. There's a chance for
low clouds and fog to develop again in the same areas tonight,
including Roseburg due to low level inversion and lack of mid level
clouds. Above the inversion layer, winds aloft will increase, so
added low level wind shear for Roseburg and Medford.
East of the Cascades, other than some low clouds near and at
Lakeview for the next hour or two, VFR conditions will continue

.MARINE...Updated 845 AM PST Wednesday 18 December 2018...Moderate
south winds today will increase tonight as the next frontal system
approaches the region. Meanwhile, very steep and hazardous seas will
continue as heavy west swell persists. Southerly gales will develop
by Thursday morning, along with very steep wind-driven seas. Winds
will diminish once the front passes early Thursday afternoon, but
seas will remain steep and elevated through Friday morning before
dropping to around 10 feet Friday afternoon.
The break will be short lived, as the next system will arrive
Saturday night into Sunday morning. This system appears slightly
weaker, with south gales possible but not certain, and seas
increasing to only 16 feet or so, a far cry from the past several
events. Another strong front is possible Monday, with gales and
steep seas in excess of 18 feet.
Winds are expected to moderate and shift to the west to northwest
behind the Monday system as a slightly different pattern sets up
overhead. While small craft conditions are likely to continue for
some time, this change should mark the end of the seemingly constant
train of gales, and seas are expected to gradually diminish into

.PREV DISCUSSION... /Issued 431 AM PST Wed Dec 19 2018/
DISCUSSION...As showers have mostly dissipated over the area
except for over northern Coos and Douglas counties, and with the
clearing and higher moisture after the extensive rainfall over the
region fog is forming in the west side valleys. The fog should
burn off by late morning, but may be more stubborn in the Grants
Pass area. The weak upper ridge that is over the area will begin
to push east with a warm front bringing light rain in the coastal
waters and brushing the coast this afternoon into Thursday
morning. The upper low deepens and approaches the coast with the
cold frontal band precipitation reaching the coast Thursday
morning. With the increased cloud cover moving in with the front
Thursday morning have not added fog to the west side valleys, but
if the front stall even a little, this could be a possibility.
As the front moves in, there is a slight change in the jet pattern
that brings a significant change in the dynamics of the system.
The strongest part of the jet moves into the coast near Portland,
bringing the right entrance region of the jet briefly over the
area, combining with the atmospheric river flow to bring brief
heavy rain to the coast and the southern coastal ranges into
Thursday afternoon. With the gap between the previous system that
brought heavy rain, and the short period of heavy rainfall, there
is no flooding expected with this system.
An upper level ridge builds again behind, with the front exiting
the region Friday morning. A weak upper ridge then builds over the
region Friday, with the next weak system dissipating offshore
Friday night into Saturday morning. Sven
