The National Weather Service in Indianapolis has issued a

* Flash Flood Warning for...
  Northern Randolph County in east central Indiana...
  Delaware County in east central Indiana...

* Until 300 PM EDT.

* At 1155 AM EDT, Doppler radar indicated thunderstorms producing 
  heavy rain across the warned area. 2 inches had fallen in and 
  around Muncie since shortly before 11 am. Street flooding was 
  occurring throughout the city. Flash flooding is expected to begin 
  shortly.

* Some locations that will experience flooding include...
  Muncie, Winchester, Yorktown, Union City, Albany, Eaton, Parker
  City, Farmland, Gaston, Selma, Ridgeville, Saratoga and Ball State
  University.

This includes Interstate 69 between mile markers 238 and 251.

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.
