CUMBERLAND AND NORTHERN EFFINGHAM COUNTIES...

At 956 AM CDT, Doppler Radar continued to show strong thunderstorms 
moving across areas north of I-70, primarily from southeast Shelby 
Counties northeast to Paris. The automated weather station at Coles 
County Airport reported 2.72 inches of rain between 7 and 10 am, 
including over 1.5 inches in one hour. Flooding was being reported 
in parts of Charleston. Additional rainfall of 1 to 3 inches is 
likely the rest of the morning in areas from about Charleston 
eastward. This will continue the threat of flash flooding into 
midday.

Martinsville, Kansas, Ashmore, Stewardson, Cowden, Westfield, Beecher

At 1031 AM CDT, gauge reports indicated thunderstorms were producing
heavy rain over the warned area. A spotter in Charleston reported 
6.5 inches of rain had fallen, including 3 inches in just under 2 
hours. Emergency management reported that state highway 316 was 
closed between Mattoon and Charleston, with several other roads in 
the two towns experiencing high water. Flood issues are likely 
occurring along highway 45 south of Lake Land College in Coles 
County as well. 

Through noon, the heaviest rain will be occurring in areas east of 
Interstae 57.

Martinsville, Kansas, Ashmore, Stewardson, Westfield, Beecher City,
Lerna, Vermilion, Jewett, Shumway, Montrose and Redmon.

  Interstate 57 between mile markers 164 and 189.
  Interstate 70 between mile marker 104 and the Indiana border.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, country roads, farmland, and other low lying
spots.

Please report flooding to your local law enforcement agency when you
can do so safely.
