Winds gusting as high as 50 mph will cause significant reductions in visibility, especially in open country. * WHERE...Southern Red River Valley. * WHEN...Until around 6am. * ADDITIONAL DETAILS...Travel will be nearly impossible. Widespread blowing snow will significantly reduce visibility, especially in open country. Wind chills as low as 30 below zero will cause frostbite on exposed skin in as little as 30 minutes. PRECAUTIONARY/PREPAREDNESS ACTIONS... A Blizzard Warning means severe winter weather conditions are expected or occurring. Falling and blowing snow with strong winds and poor visibilities are likely. This will lead to whiteout conditions, making travel extremely dangerous. Do not travel. If you must travel, have a winter survival kit with you. If you get stranded, stay with your vehicle. Area Forecast Discussion...UPDATED
National Weather Service Grand Forks ND
119 PM CST Tue Dec 25 2018
.UPDATE...
Issued at 118 PM CST Tue Dec 25 2018
Most recent model guidance is not picking up on low level clouds
and flurries in the northern valley that are being indicated by
the latest satellite and radar imagery. Scattered flurries and
mid to lower level clouds are expected to persist through the
remainder of the afternoon and into the evening.
UPDATE Issued at 1012 AM CST Tue Dec 25 2018
Latest surface observations show scattered flurries and light snow
continuing along and south of a Waskish MN to Cavalier ND line,
excluding the far southern Red River Valley. Expect flurries and
light snow to gradually transition southward and diminish in
coverage through the day.
UPDATE Issued at 651 AM CST Tue Dec 25 2018
Tweaked snow just a bit to lower POPs as reports of snow have
become more sparse and lighter in intensity. Snow will continue to
taper off for the rest of the morning.

.SHORT TERM...(Today and tonight)
Issued at 330 AM CST Tue Dec 25 2018
Light snow lingering today and then temperatures will be the main
forecast issues for the period.
Water vapor loop shows west to northwest flow aloft with several
weak shortwaves moving through. There is some frontogenesis at
925mb along with fairly high mid level lapse rates currently
across the southern forecast area. This has produced some
convective elements of moderate snow mainly south of the Highway
200 corridor. Reports are rather sparse this time of the morning,
but a few spots on dual-pol radar estimated snowfall are in the
1-3 inch range. Think there could be another quick inch or so from
these snow showers as they push east into west central Minnesota
through the morning. The shortwave moving east and weakening
frontogenesis should allow the snow showers to taper off mid to
late morning. The afternoon will be more quiet with colder temps
moving into the northern counties as the surface high builds down.
Readings near the Canadian border will stay in the single digits
with mid 20s in the south on the relatively warmer side of the
baroclinic zone.
Tonight, upper level flow starts to become more southwesterly
ahead of the incoming trough. The surface high moves off to the
east and easterly winds will start to pick up a bit. The northern
counties will see at least some clearing and should drop below
zero, with teens in the south.
.LONG TERM...(Wednesday through Monday)
Issued at 330 AM CST Tue Dec 25 2018
Focus for the period will be on the winter storm Wednesday into
Friday. Confidence has increased enough to say that impacts are
likely, although the degree of impacts, and specific details remain
a bit uncertain. There are 3 main factors to consider with this
storm.
1. The first round of snow (Wednesday night into Thursday
morning) will be associated with a northern upper wave with 850mb
warm air advection the main forcing mechanism. Given this forcing
mechanism, models likely have a good handle on QPF, although may be
a bit high with forecasted snow ratios. 3-6 inches of snow likely
across the entire region with this first wave (possibly higher in
some areas if snow ratios are indeed higher).
2. The second round will be associated with a strong Colorado low
type system. Strong forcing (synoptic to mesoscale) will lead to 6+
inches of snow to the north of the mid-level low track. Although
the exact track of this second wave is still a bit uncertain, it
will most likely occur somewhere across southeast North Dakota into
northern Minnesota.
3. Increasing north winds and potential blizzard conditions within
the Red River Valley Thursday afternoon into the overnight hours are
possible. GFS and NAM both indicate adiabatic profiles to 925mb,
with 925mb winds around 40 knots. Synoptic set up favors a valley
blizzard event. There should be blowable snow given the 3-6 inches
of snow expected Wednesday night. The exact track of the Colorado
Low will affect wind direction, and eventual wind speeds.
Given all of these factors, will keep messaging simple and handle
this as one winter weather event. Winter Storm Watch issued for much
of the region given the variety of impacts that are possible (except
for a portion of the Devils Lake Basin where winds are not
anticipated to be strong enough for blizzard conditions).
After the winter storm, hazardous wind chills will be the main
impact.

.AVIATION...(For the 18Z TAFS through 18Z Wednesday afternoon)
Issued at 118 PM CST Tue Dec 25 2018
There are breaks in cigs and pockets of up to 7000ft cigs in the
area, but expect low VFR to MVFR cigs to prevail over the forecast
area today and tonight as cigs in the 1500-3500ft range approach
from southern MB. Scattered flurries will bring light snow at times
through the afternoon and evening, especially along and north of DVL
to GFK to BJI. North winds will generally remain under 10 kts today,
decreasing to light and variable overnight as sfc high pressure
moves through. On Wednesday, cigs decrease to IFR/LIFR and snow
spreads across the area from southwest to northeast on Wednesday.
