.SYNOPSIS...
A weak cold front will cross our region through this evening along
with some scattered rain showers. A significant storm system over
the Ohio Valley will then bring a widespread soaking rain Thursday,
transitioning to an accumulating snowfall Thursday night and Friday
as the system redevelops near or just offshore of the eastern
seaboard.

&&

.NEAR TERM /THROUGH TODAY/...
A cold front will continue to drop southeast of the area
overnight, with a partial clearing across the North Country.
Lingering cloud cover will limited radiational cooling in most
other areas. Expect overnight low temperatures to range from the
lower 30s across the North Country to the mid and upper 30s
south of Lake Ontario.

Thursday looks to start out on the dry side, but this will
change quickly through the day. By mid day Thursday, western New
York will be placed in the favorable right entrance region of
an exiting upper-level jet streak primarily of subtropical
origin. Strong low-level moisture advection will allow for
copious amounts of moisture to lift northward across the region
ahead of deepening low pressure moving into the Ohio valley. 18Z
model consensus is slightly slower to start rain, with
precipitation expected to gradually enter far western New York
shortly after noon, but not reach Rochester until around sunset.
Temperatures will warm into the upper 30s to mid 40s before the
rain arrives.

.SHORT TERM /TONIGHT THROUGH FRIDAY NIGHT/...
...Complex winter storm system still on track to impact the region
late Thursday through Friday night...

A winter storm watch continues for much of the forecast area from
Thursday evening/night through Friday evening.

A strong low pressure system will pass near to just south of the
forecast area Thursday night into Friday. This low pressure system
is forecast to develop as a northern stream wave tracks from the
Dakotas to the Great Lakes, while a southern stream wave ejects out
of the Desert Southwest and phases with the northern stream wave
over the upper Ohio Valley. As models come into better agreement,
confidence is growing that a strengthening surface low will track
just south of the forecast area over northern PA. This will keep us
on the colder side of the envelope, thus increasing the chances for
a widespread significant snow event across much of our forecast
area. With this trend now toward a cooler solution, expect a quicker
transition from rain over to snow for all areas starting Thursday
evening, thus have boosted our snow totals a bit through Friday
night. Dynamics with this deepening low and phasing upper level
waves continue to be impressive, all while interacting with a deep
easterly flow of Atlantic moisture back across western and central
NY. Precipitation will quickly mix with and changeover to snow
across western New York Thursday evening, with the changeover to
snow occurring across the western Finger Lakes and northcentral New
York around or just after midnight. Snow could become moderate to
heavy at times starting early Thursday night across western New
York, with moderate to heavy snow then spreading east across the
Finger Lakes region and northcentral New York through the overnight
Thursday night. Low temperatures Thursday night will range from the
upper 20s to lower 30s.

Snowfall will linger through the day on Friday, as the transfer of
energy to the coast from the parent low over Pennsylvania will
result in a rapidly deepening surface low forming just off shore of
Long Island. A negatively tilted trough will keep this strengthening
low pressure hanging around just off shore through Friday evening,
all the while throwing Atlantic moisture back across our forecast
area, with the heaviest snow from the Finger Lakes region east for
Friday afternoon into Friday evening. This would also prolong the
enhancement south of Lake Ontario from frictional convergence and
orographic ascent in the northern Finger Lakes. Steadier snowfall
will taper off Friday night as the low finally drifts farther
offshore. However weak shortwaves pinwheeling around the large,
slowly departing low pressure will keep chances for snow showers in
through at least Friday night. Highs Friday will range from the
upper 20s to lower 30s. Lows Friday night will fall back into the
mid 20s to near the 30 degree mark.

With regard to forecast snowfall amounts, there remains lower than
average confidence. A general 6 to 11 inches in the watch area is
currently forecast, with the highest amounts over the higher terrain
south of Lake Ontario and lowest amounts toward the Pennsylvania
border. Uncertainty is also higher across the northcountry (Tug
Hill) where there will most likely be a sharp northern cutoff to the
higher snowfall amounts. However it is extremely important to note
that the details in forecast snowfall could change as this storm
system approaches. If any change back to a slightly warmer solution
occurs, snowfall totals could be cut back some. Also the area of
heavy snowfall could shift a bit further north as well if this were
to occur. It is also quite possible that snow accumulations could
vary widely by elevation even for locations in otherwise close
proximity, with hilltops more likely to receive the higher amounts.
In other words, be aware of the wide range in possible outcomes, and
monitor this forecast closely as the storm system nears.

.LONG TERM /SATURDAY THROUGH WEDNESDAY/...
Low pressure will be spinning 800 miles east of Washington DC
Saturday morning while it continues to deepen albeit a stacked
system. Another closed upper level low will dive southeastward
across Ontario Providence reaching northern New England by Sunday.
As the bulk of the moisture pulls away with the coastal storm,
northerly flow will draw down -10 - -6 C 850mb air by Sunday.
Any lingering moisture will lead to scattered snow showers
Saturday and Saturday night. Another inch of accumulation can
not be ruled out through this period.

A ridge of high pressure will move eastward across the Central CONUS
Sunday and subsidence will move into the eastern Great Lakes.
Northerly winds will continue Sunday and Monday with temperatures
near normal. High pressure will move east of the region Monday night
and winds will become southerly. Moisture will begin to increase
ahead of the next storm system. Rain and snow will be possible
Tuesday into Wednesday.

.AVIATION /06Z THURSDAY THROUGH MONDAY/...
A cold front will continue to sag south of the area overnight
which will steepen an inversion in the thermal profile. This
will result in areas of low cigs in the IFR category, though
this may be patchy given the shallow moisture. The best chance
for IFR cigs is at BUF/IAG/ROC through mid-morning Thursday,
however periods of IFR conditions are possible at JHW and ART
as well. Forecast confidence is low. Conditions should improve
Thursday morning when winds shift from the NNE to the ENE.

Rain will spread into Western New York late Thursday afternoon
with this expected to change over to snow as a northeasterly
flow advects colder air into the region. This will result in
lowering cigs and vsby across far western New York late Thursday
afternoon.

Precipitation will change from rain to snow which will become
heavy at times Thursday night. Heavy snow may reduce visibility
below a quarter mile at times, with significant accumulations
impacting runway operations.

Outlook...
Thursday night and Friday...IFR with rain changing over to
snow.
Saturday...IFR improving to MVFR with scattered snow
showers ending.
Sunday...Improvement to VFR.
Monday...VFR

.MARINE...
Winds will veer to the north overnight following the passage of
a cold front, however winds are expected to remain below advisory
levels.

Rather brisk northeasterlies later Thursday and Thursday night
will then back to northerly on Friday as a storm system passes by
just to our south, before gradually diminishing Friday night and
Saturday. It is appearing increasingly likely that an extended
period of Small Craft Advisories will eventually become necessary
for Thursday night-Friday night period, and possibly even a bit
longer.
