.A complex spring storm system will impact the area through the
weekend. Rain will mix with sleet, freezing rain, and snow from
north to south through Saturday as temperatures become colder,
with significant snowfall expected for portions of the area later
Saturday into Saturday night, particularly north of a line from
Rochester, Minnesota to Black River Falls, Wisconsin. 

South of the heavier snow area, some ice accumulation of up to a
quarter inch is possible. Most of the ice accumulation should be 
on elevated surfaces, with the greatest icing threat late tonight 
through Saturday. Wind gusts up to 40 mph will occur Saturday that
could bring down some ice coated trees and power lines.

Hazardous travel is expected at times from later tonight through
the weekend with snow-covered or icy roads.

.A complex spring storm system will impact the area through the
weekend. A wintry mix of precipitation was already occurring
across parts of southeast Minnesota into western and north-central
Wisconsin. Near and north of highway 10 across Wisconsin mainly 
snow was falling. Closer to interstate 90, a mix of rain, sleet 
and freezing rain was falling. 

The rain will continue to mix with sleet, freezing rain, and snow
from north to south through today as temperatures become colder. 
Significant snowfall is expected for portions of the area later 
today into tonight, particularly north of a line from Rochester, 
Minnesota to Black River Falls, Wisconsin.

through the weekend. A wintry mix of precipitation was already 
occurring across parts of southeast Minnesota into western and 
north-central Wisconsin. From Wabasha Minnesota to Black River
Falls Wisconsin and northward mainly snow was falling. As much as
3 to 6 inches of snow has already been reported in parts of west-
central into north-central Wisconsin, with difficult travel
conditions. Closer to interstate 90, a mix of rain, sleet and 
freezing rain was falling, with roads reported slick across much
of southeast Minnesota into central Wisconsin.

The rain will continue to mix with sleet, freezing rain, and snow

...Periods of Significant Wintry Precipitation into Sunday...

.A complex wintry spring storm system will continue to impact the
area through the weekend. Most of the area will experience a lull
in the precipitation through mid morning. From Wabasha Minnesota 
to Black River Falls Wisconsin and northward mainly snow fell last
night. As much as 3 to 6 inches of snow was reported in parts of 
west-central into north-central Wisconsin, with difficult travel 
conditions. Closer to interstate 90, a mix of rain, sleet and 
freezing rain fell last night, with roads reported slick across 
much of southeast Minnesota into central Wisconsin.

After the lull, another round of a wintry mix of rain, freezing 
rain, sleet and snow will spread across the area late this morning
and this afternoon. As temperatures become colder, the 
precipitation will change to all snow tonight. Significant 
snowfall is expected for portions of the area later today into 
Sunday, particularly north of a line from Rochester, Minnesota to 
Black River Falls, Wisconsin.

South of the heavier snow area, sleet and ice accumulations of one
quarter to one half inch is possible. Most of the ice accumulation
should be on elevated surfaces, with the greatest icing threat 
through today. Northeast wind gusts up to 45 mph will occur today
that could bring down some ice coated trees and power lines.

Hazardous travel is expected at times from today through Sunday with
snow-covered or icy roads.

become fairly widespread over most of the area.

Highway 10 and to the north. There could be some sleet mixed in
with the snow at times. To the south, a wintry mix of sleet, snow,
freezing rain and rain will occur. Through the night and into

.A complex wintry spring storm system will continue to bring
rounds of wintry precipitation to the area. There will be breaks

...Wintry Mix To Change To Snow Tonight...

.A complex spring storm system will continue to bring rounds of 
wintry precipitation to the area. The wintry mix of mainly snow 
and sleet will gradually change over to all snow for most areas 
north of Interstate 90. This snow could be locally heavy at times 
tonight.

By the time the snow ends Sunday, additional accumulations of 6 to
12 inches will be possible from the Interstate 90 corridor and 
north. Additional amounts of 2 to 6 inches will be possible south 
of Interstate 90. Ice accumulations of one to two tenths are still
possible as well through Sunday morning south of Interstate 90.

Along with the wintry precipitation, northeast winds gusting to 30
to 40 mph through tonight could bring down some trees and power 
lines. In addition, these strong winds will produce blowing snow,
which will further reduce the visibility. Near white-out 
conditions could occur at times in the warning area over southeast
Minnesota and northeast Iowa.

...Wintry Weather Continues into Sunday...

.A strong and complex spring storm system will continue to bring 
rounds of wintry precipitation to the area tonight and Sunday.
As of 1 am, much of the area south and west of interstate 94 was 
catching a break from the heavier falling snow, while areas north
and east of interstate 94 had steadier snow falling with 
visibilities of a mile or less. Most snow totals through the 
evening had been 1 to 3 inches. Road conditions are reported as 
snow/ice covered and slippery across southeast Minnesota and much 
of Wisconsin, with mainly partly snow covered roads across 
northeast Iowa. 

Steadier, more widespread snow will spread back into areas west of
the Mississippi River during the overnight hours, then into western
wisconsin after sunrise. The snow may be heavy at times today.

By the time the snow ends this evening, additional accumulations 
of 5 to 12 inches are expected from the Interstate 90 corridor and
north, highest across north-central Wisconsin. South of the 
Interstate 90 corridor, additional snow amounts of 2 to 5 inches 
are likely to occur.

...Wintry Weather Continues Today into This Evening...

.A strong and complex spring storm system will continue to bring
periods of snow to the area today into this evening. As of 4 am,
am, much of the area remained in a lull in the snowfall, but snow
was on the increase across areas of central into north-central 
Wisconsin and parts of southeast Minnesota and northeast Iowa.
Most new snow totals since midnight have been an inch or less.
Road conditions continue to be reported as snow/ice covered and 
slippery across southeast Minnesota and much of Wisconsin, with 
mainly partly snow covered roads across northeast Iowa.

Steadier, more widespread snow will continue to spread back into 
areas west of the Mississippi River during the overnight hours, 
then into western wisconsin after sunrise. The snow may be heavy 
at times today.

By the time the snow ends this evening, additional accumulations
of 4 to 8 inches are expected north and east of La Crosse, with
the highest amounts across north-central Wisconsin. South and west
of La Crosse, additional snow amounts of 2 to 4 inches are 
expected.

Along with the wintry precipitation, northeast to north winds

A very complex storm system continues to take shape for tonight
through the weekend with precip types/amounts a tough forecast.

Still anticipate widespread rain/embedded storms developing through
the evening/overnight into Saturday morning with moisture
transport/warm advection north of the surface warm front. The
surface warm front does look to be stuck a little farther south
across southeast Iowa, which may end up focusing precip right
across our area. Confidence is lower into north-central Wisconsin
with how far north precip reaches tonight. A few hail producing
storms are possible this evening with the low freezing levels and
elevated instability. Strong, gusty east to northeast winds will
also gust up to around 45 mph.

As for precip types, as temps slowly fall tonight, a trend towards a
wintry mix from north to south is expected, with freezing
rain/rain/sleet possible, and some snow possible in north-central
WI. South of I-90, mostly rain would be expected, although with
convective potential, some sleet is possible. Expect some icing
concerns, especially on elevated surfaces with temps near
freezing.

As the upper trough approaches through the day Saturday, expect
more precip to develop. With surface temps clinging close to
freezing, remaining warm aloft into southwest Wisconsin, and some
potential for convective elements given steep lapse rates, a
wintry mix of precip types remains likely, with more snow from
southeast MN into north-central WI. As the def zone precip
overspreads the area Sat night into Sun, a general transition
towards snow is expected, although some mixed precip could
persist. Residual light snow will diminish later Sunday into
Sunday night.

As for headlines, messaging and impacts, it's a difficult system
to deal with. Brought A Winter Weather Advisory southward tonight
to account for some icing, possibly light snow over north-central
Wisconsin. Did adjust total event ice amounts down to the 1/10 to
1/4 inch range. With the wave of precip Sat afternoon into Sunday
more likely to be snow with 6+ inches a decent bet from parts of
southeast Minnesota through north- central Wisconsin, converted
the advisory to a warning in these areas into Sunday, with the
advisory remaining farther south. As mentioned, the freezing rain
impacts are expected to be greatest on elevated surfaces, but with
surface temps playing a key role on roads. The highest snow
impacts are expected over southeast Minnesota into north-central
Wisconsin, where some areas may see 8+ inches. Blowing snow is
also possible in open areas Sat/Sat night. Will have to monitor
short term trends and make any adjustments as necessary.

.LONG TERM...(Saturday night through Friday)

Surface ridging passes over the Upper Midwest Monday into Tuesday
with a respite from the precipitation. A fairly vigorous upper
trough and surface low are expected to lift towards the Great
Lakes Tuesday night and Monday with another shot at some wintry
precip, including some snow. A quieter late week stretch is
anticipated behind this system, although model guidance in general
indicates the potential for another system to possibly impact the
area next weekend. Temps should stay below seasonal norms through
the next week.

.AVIATION...(For the 18Z TAFS through 18Z Saturday afternoon)

A complex storm system will bring multiple aviation hazards to the
TAF sites this forecast period.

To start off this afternoon, expect VCSH with MVFR ceilings at
KLSE and IFR ceilings at KRST. A stray shower may pass over KLSE
through 13.19Z, briefly reducing visibility. Conditions will
deteriorate heading into the evening as rain showers become
numerous. Expect ceilings and visibility to lower to IFR levels at
both TAF sites this evening, lasting through at least the
overnight hours. Precipitation is expected to remain all rain at
KLSE, but a change over to FZRA is likely at KRST by sunrise, then
becoming a FZRA/SN mix later Saturday morning. Further visibility
reductions and refinement of types may be needed once
precipitation trends become clearer. This will be addressed in
future TAF issuances.

Northeast winds will strengthen this afternoon, becoming sustained
around 20-25 kt with gusts to 35-40 kt by sunrise Saturday. While
no low-level wind shear was included with this set of TAFs, be
aware that 2,000 ft winds may exceed 50 kt late tonight into
Saturday morning. If low-level wind shear does become an issue,
it would be more likely at KLSE.

.HYDROLOGY...
Issued at 351 PM CDT Fri Apr 13 2018

Additional precipitation amounts of 1 to 2 inches are expected
through Sunday, in addition to the 0.50 to locally greater than 1
inch amounts that fell over parts of the region. By Saturday night
much of the precipitation is expected to be snow. Soils remain at
least partially frozen, especially north of I-90, or are wet from
recent snowmelt. Due to this, a higher than normal percentage of
the rainfall expected to runoff, producing ponding of water in low
spots and cause river rises. Flooding remains a concern later
today thru the weekend into early next week on some area rivers
and streams. Please continue to monitor forecasts closely,
especially if you have interests along or live near a river or
stream.
