  closer to the I-195 corridor in central New Jersey and at higher
  elevations in Chester County.

* TIMING...Rain gradually overspreads the area from northwest to
  southeast early this morning between 6 and 8 AM. A quick
  changeover to snow is expected within an hour or two after the
  rain moves in. The snow may be moderate to heavy at times, with
  snowfall rates of 1 inch per hour possible during the mid
  morning, which may coincide with a portion of the morning
  commute. Heavier snow may continue through about midday near the
  New Jersey coast. Snow will taper off from west to east during
  the early afternoon. However, scattered snow showers and
  localized snow squalls are expected this afternoon and evening.

* IMPACTS...Paved surfaces should be mainly wet during this event.
  However, untreated roads and walkways could become snow covered
  and slippery at higher elevations to the west of Philadelphia as
  well as locations in central New Jersey once the heavier snow

.SYNOPSIS...
Surface high pressure will move off the East Coast tomorrow. A weak
low will move from the Great Lakes Thursday to the Mid-Atlantic
coast by Friday morning. Cold high pressure returns for the weekend.
A strong coastal storm may develop early next week.

&&

.NEAR TERM /THROUGH THURSDAY/...
Dry conditions on tap for tonight as surface high pressure
passes off the Southeast U.S. coast. Think winds will be too
strong for radiational cooling, as west winds will be up around
10 MPH, and we could see some occasional higher teens. As a
result, low temperature forecast looks on track as temperatures
have been slow to drop off. Will continue to monitor the Pine
Barrens. If the wind goes light in these locations, they could
be prone to efficient radiational cooling.

Otherwise, lows tonight will range from the low 30s in the Poconos
to the mid and upper 30s across SE PA and central and southern NJ.
Lows in the Delmarva and extreme southern NJ will be in the low
40s.

&&

.SHORT TERM / THURSDAY THROUGH 6 AM THURSDAY/...
Cold front approaches from the west on Thursday as high pressure
continues to drift away from the Southeast U.S. coast. Pressure
gradient tightens up again during the day, and with winds at
50-60 KT at 850 mb passing across the region, expecting strong
mixing once again. Do not think winds will be quite as high as
today, but west winds should range from 15-20 MPH with gusts up
to 30 MPH.

By late afternoon, weak low pressure develops well west of the area
as that cold front approaches. Clouds will spread east, and that
should prevent the winds from mixing down. Think precip will
hold off until Thursday night, so will keep the forecast period
dry.

Above normal temps once again expected Thursday, with highs
topping off in the low 40s in the Poconos, and in the mid and
upper 50s for much of northern and central NJ and the Lehigh
Valley. Southern NJ and SE PA will get into the low 60s, and the
Delmarva may come close to 70.

.LONG TERM /THURSDAY THROUGH WEDNESDAY/...
A cold and active long term period is in store for the region.

Quasi-zonal upper-level flow at 00Z Friday will exist over much of
the eastern U.S. However, an elongated vorticity maximum embedded
within the flow will begin to amplify Thursday night as an upstream
vorticity maximum digs into the Great Lakes and Ohio Valley. A weak
surface low will develop in the Mid-Atlantic as this digging
shortwave trough induces large-scale ascent, aided by right rear
quadrant jet dynamics from a downstream jet streak and via low-level
convergence and isentropic ascent along and north of a zonally-
oriented baroclinic zone stretching from southern New England
to the Ohio Valley. Latest guidance is not in particularly good
agreement regarding the exact track of the low, evolution of the
associated precipitation, and the timing of the low's
development and subsequent eastward push. The 12Z NAM is on the
slow side, a typical bias of the model, and is a little bit
stronger with the low (while over land) and with the jet streak
downstream into the adjacent Atlantic. Compared to the 12Z GFS
(surface low located south of Cape Cod at 12Z Friday), the NAM
places the low near Chesapeake Bay at this time. This has
predictable implications on precipitation timing, with the GFS
breaking out precipitation in the southern Poconos by Thursday
evening with the main band moving through before Friday morning
rush hour (generally 06-12Z), whereas the NAM is at least six
hours slower. Thereafter, the NAM and GFS break out light
precipitation behind the main band Friday afternoon, affecting
much of southeast Pennsylvania and northern/central New Jersey.
The 12Z CMC has similar timing to the GFS, but is considerably
farther north with the track of the low, so that areas generally
south of I-76 receive much less precipitation (with the main
band along and north of I-80). Finally, the 12Z ECMWF has a
track and timing more similar to the GFS but with a slightly
slower eastward push of the precipitation shield.

Of course, this does not even begin to account for the type of
precipitation that falls. In general, thermal profiles will be
favorable for snow north of I-80, but this becomes far more
questionable to the south. With marginal near-surface air
temperatures Thursday night/Friday morning, precipitation may be
a cold rain, particularly south of the Mason-Dixon Line.
However, with the lack of a warm nose (in fact, more of an
appearance of relatively steep low-level lapse rates) above the
surface, there is a decent chance of snow even with surface
temperatures a few degrees above freezing. Figuring out snow
totals in this regime is challenging (understatement). With snow
ratios generally above 10:1 and QPF generally in the quarter to
four-tenths of an inch range, snow totals of 2-4 inches look
pretty likely in the southern Poconos (and possibly higher,
especially if surface temperatures remain near/below freezing
through the event's duration and precipitation lasts a bit
longer than progged). Snow totals closer to an inch are
possible north of the Mason-Dixon Line, but with surface
temperatures above freezing and relatively warm soil
temps...it may be difficult to accumulate much of anything
south of I-76. One caveat, though: Even with the quick-hitting
nature of the storm, marginal temperatures, and antecedent
warmth all pointing to low snow totals (at least south of I-80),
the rate of precipitation may be fairly high. Most of the QPF
occurs in a 3-6 hour window, which suggests that snow may
accumulate readily, despite the warm ground and near-surface
air. Very tricky forecast, to say the least, with potential for
considerable error.

The system should move out by Friday night, but it is followed by a
broad, deep longwave trough that will bring in some arctic cold. A
sprawling surface high with origins in the Yukon seeps southeastward
into the eastern U.S. just in time for the weekend. Temperatures 15-
20 degrees below average are likely on Saturday. Cold northwest flow
may bring in some flurries or snow showers to the Poconos Friday
night and low clouds to portions of the area on Saturday. Otherwise,
dry conditions are expected.

On Sunday, a southern-stream system will progress through the
Southeast, but models have now consistently shown this system
affecting areas south of the CWA. Reduced PoPs substantially on
Sunday, mainly to the unmentionable range. Not much warming is
expected on Sunday, and generally went below consensus guidance
values given the recent trend downward with temps.

Things could get even more interesting early next week. Though
operational models are quite variable with the evolution of the
pattern next week, nearly all simulations suggest development of a
coastal storm. The forecast, as usual, will be tricky, as it
involves the phasing of a northern stream vorticity maximum
originating from northern Canada and a "more" southern-stream
vorticity maximum (originating atop the high-amplitude ridge
expected in western North America by this time). System phasing
is incredibly difficult to forecast, especially at this range,
and unsurprisingly, model continuity is quite poor at the
moment. However, there is a signal emerging from the noise. The
southern-stream system will dig southeastward from the northern
plains Sunday night to the Carolinas by Tuesday afternoon.
Meanwhile, the northern-stream system digs into eastern Ontario
by Tuesday morning, forcing the southern-stream system to shift
northeastward. As rapid cyclogenesis occurs off the East Coast,
the cyclone track parallels the coast as phasing occurs.
Whether this phasing actually occurs, how/where the low
develops, and what the track of the low ends up being all are
unanswered questions. Nevertheless, the consistent signal of
coastal low development and the general nature by which this
process occurs appears to be getting clearer. Increased PoPs
Monday night to Wednesday, especially near the coast. The
strength of the upper-level system and associated cyclone and
the general vicinity of its track suggest substantial QPF is
possible, and much of the precipitation would be snow,
especially away from the coast. Details are murky at best this
far out, but there is at least some potential for a major storm
next week.

.AVIATION /03Z THURSDAY THROUGH MONDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG, KILG,
KMIV, KACY and surrounding areas.

VFR for the forecast period. Ceilings are expected to lower to
9000 ft AGL late in the TAF period (after 21Z)

A small westerly jet is expected to persist over our region
through around 09Z. With surface winds near or below 10 kt by
this time, expect to see low level wind shear conditions. This
will be mostly speed, not directional, shear.

West southwest winds are expected to increase once again to
15-20 KT with 25 KT gusts by 15Z. Winds should drop off earlier
in the afternoon than what we saw today.

OUTLOOK...

Thursday night and Friday...Sub-VFR conditions likely,
especially through Friday morning, with good potential for a
mixture of rain and snow, low ceilings, and poor visibility.
Conditions should improve late in the afternoon. Northwest
winds 5-15 kts becoming 10-20 kts with gusts up to 30 kts late
in the day. Confidence average.

Friday night through Sunday night...Generally VFR. Northwest winds 5-
15 kts with higher gusts on Saturday, transitioning to more
northerly/northeasterly Sunday night. Confidence above average.

Monday...Generally VFR, with winds transitioning to easterly 5-15
kts. Increasing cloudiness during the day, with gradually lowering
ceilings anticipated. Confidence below average.

.MARINE...
On the Delaware Bay, winds and waves should stay below small
craft advisory conditions. However, during the day tomorrow,
gusts above 20kt are possible.

On the Atlantic waters adjacent to Delaware and New Jersey, SCA
remains in effect (through early Thursday morning on the
DE waters and through mid day Thursday on the NJ waters).
Although winds are currently in a lull, seas remain elevated.
West winds are expected to increase late tonight to 15-20 KT
with gusts up to 25 KT.
