.SYNOPSIS...
The next significant round of precipitation will begin Wednesday
and continue through Thursday night. Moderate to heavy snow
accumulations will be possible over the mountains of far north
Idaho as well as central and northeast Washington. Mixed wintry
weather is expected for portions of the Columbia Basin towards the
Cascades late Wednesday night and Thursday. The widespread
precipitation will give way to hit or miss showers on Friday and
Friday night. This will be followed by a cold front which will
deliver breezy conditions and cooler temperatures for Saturday.
Dry weather is then expected for the latter half of the weekend
and into early next week as a strong ridge of high pressure builds
into the Pacific Northwest.

.DISCUSSION...
Tonight and tomorrow morning...Quasi-stationary frontal boundary
over the southern portion of the forecast area, primarily near and
south of I-90, allows for a prolonged interval of snow there tonight
before making a slow exit to the east tomorrow morning. The snow
accumulations are sub advisory so have opted to note the snow
accumulations of generally one to two inches in valleys with up to
three inches over the mountains in the hazardous weather outlook.
To the north of this frontal boundary cool air filtering down
from the north with the low level northerly/northeasterly winds
will allow for another night with forecast temperatures on the

...MODERATE TO HEAVY SNOW ALONG WITH A WINTRY MIX WEDNESDAY NIGHT
AND THURSDAY...

Wednesday afternoon through Thursday night: The upper level ridge
axis will shift east of the coast Wednesday afternoon. As it
does, very high precipitable water will move into the area from
the southwest. Precipitation will increase during the afternoon
across the Columbia Basin and areas south of Lake Chelan as well
as the Palouse. This precipitation will spread north and east
through the late afternoon and evening hours. A mix of several
precipitation types will be possible starting Wed evening and will
continue through Thursday afternoon. By late Thursday afternoon a
cold front will move from west to east through the overnight
hours. This will bring an end to the precipitation most everywhere
except mainly in the mountains where upslope flow will continue.

Precip Type and Timing:
Wed Afternoon: Precipitation should start off as snow everywhere
except the LC valley and the lower elevations of Garfield and
adjacent areas of Whitman counties.
Wed Evening: Then during the evening hours is when that warmer
air aloft starts to move in. Models have backed off a bit on how
quickly the warm air moves north and west through the night. So
have a mention of freezing rain for Adams and western Whitman
counties. Temperatures should be warming enough for mostly rain or
a rain/snow mix across the eastern half of Whitman county and
areas to the south and east. The remainder of the forecast area
will be snow.
Overnight Wed into Thursday Morning: The warm air continues to
very slowly push north. During this period is where Spokane and
Kootenai counties could see a very brief period of freezing rain
as they transition from snow to rain. It should only last for an
hour or two at most and accumulation of ice would be minimal.
Areas further to the west though have a better chance of seeing a
more prolonged period of freezing rain or sleet. Vantage to Moses
Lake and up towards Harrington will be impacted.
Thursday Morning: That area of brief freezing rain as we
transition from snow to rain will shift north into southern Ferry,
Stevens, Pend Oreille and Bonner counties. The more widespread
area of freezing rain and sleet will move west into the Waterville
Plateau, Wenatchee area and areas south of Lake Chelan. By this
point in time most areas south of I90 will be all rain.
Thur Afternoon: Most valleys east of the Columbia Basin should be
all rain or transitioning to rain in the afternoon. Both the GFS
and NAM show the potential for cold air near the surface sticking
around in the Cascades and into the Waterville Plateau. Have added
more freezing rain or sleet to the forecast. By the afternoon
though the flow becomes more southwesterly and the precipitation
across the lower elevations there should be waning.
Thur Night: The freezing rain and sleet threat will end with
mainly snow for the mountains and rain for the valleys.

Accumulations: Have increased the amount of liquid precipitation
expected for most locations. Snow totals will be a bit tricky
given how quickly we warm up. Latest models suggest we may see
snow several more hours Wed night or early thursday
morning...depending where you are. The areas of biggest concern
are across the northern WA and ID valleys where they could see
anywhere from 6 to 8 inches of snow.....the east slopes of the
Cascades and into the Waterville Plateau where they could see 6 to
10 inches of snow. The Columbia Basin around Moses Lake and east
along I90 and north could see 2 to 5 inches of snow as well.
There is also the potential given the freezing rain that we could
see some decent ice accumulations. The areas where the largest
accumulations would occur is in the Cascades east towards Moses
Lake where they could see a tenth of an inch or more...with
locally higher amounts in the Cascades likely.
Have decided to change the watches to winter storm warnings for
snow and freezing rain. Have added Moses Lake to the storm warning
as well. Then will be issuing advisories for the Upper Columbia
Basin east through Spokane/CDA and over the central ID Panhandle
mountains.

Impacts: Given snow will precede the freezing rain, would think
that the freezing rain impact could be less than what we
experienced with the last storm in January. Ice will accumulate
on the snow and not bare surfaces.
With the moderate to heavy rain amounts Wed night and Thur, there
could be some localized flooding issues. Urban flooding will be
possible if storm drains are still clogged with snow and ice. Ice
jam flooding is the other issue as many streams are covered with
ice and this warmer weather could break up the ice and carry it
downstream. The ice could get stuck under bridges and cause
flooding upstream of the jam. /Nisbet

Friday through early Saturday...The deep precipitable water plume
which promises to deliver widespread moderate to locally heavy
precipitation earlier in the forecast will sag southeast of our
area during this time period. Despite its departure, we will still
be subject to a significant amount of shower activity as a deep
upper level trough will still remain poised off the coast with a
moist southwesterly flow remaining over the area. During this
period the dendritic layer will remain somewhat saturated while
cooler temperatures aloft slide east of the Cascades ahead of the
trough. This should result in widespread shower activity on
Friday. Although the bulk of the activity will focus at the
Cascade Crest and ID Panhandle Mountains most locations stand a
good chance of seeing showers. The precipitation amounts should
not be terribly heavy at least compared to the previous couple
days but we are still thinking that daytime totals could range
from 0.10-0.25 inches, with lesser amounts over the lower Columbia
Basin. Given the unstable nature of the atmosphere we suspect
much of what falls will do so as snow especially north of Highway
2. Given forecast temperatures above freezing the accumulations in
the valleys will be limited to snowy surfaces except during
periods of heavier showers. The threat of precipitation will begin
to decrease steadily as the upper level trough ejects over the
Cascades during the afternoon and into NW Montana during the
evening. This will also usher a fairly strong cold front through
the area resulting breezy conditions Friday night and into early
Saturday. The GFS is also forecasting a secondary shortwave trough
dropping from the north Cascades toward the Camas Prairie early
Saturday which should prolong the threat of showers especially
over the Clearwaters and Camas Prairie.

Saturday afternoon through Tuesday...after all the busy winter
weather concerns we will finally see a strong ridge of high
pressure move into the area. This will bring dry conditions to the
region however inevitably we will be dealing with reformed
inversions due to the seemingly ever present snow cover over most
of the Inland Northwest coupled with the light winds. This will
eventually bring a return of low clouds and fog but there is no
telling where that will occur this far out. While we aren't sure
about where the fog will form, we have a feeling that temperatures
could be kept cooler than normal due to the limited mixing
potential. We leaned toward the bias-corrected grid numbers which
spells highs in the 30s (perhaps even lower on the Waterville
Plateau and near the Cascades) and lows in the 20s. The raw models
would suggest we would see high temperatures surging into the 40s
over many valley locations with lows in the teens. Given the
amount of snow cover and light winds the model diurnal trends are
likely too extreme. The exceptions could be where we expect there
to be little if any snow...ie the LC Valley and over the Palouse.

18z TAFS: Frontal boundary makes some progress northward today to
produce rain and snow as far north as KPUW to bring KPUW and KLWS
snow producing IFR ceilings and visibilities between 00Z-12Z
Wednesday. Otherwise remaining locations to the north of this
boundary are likely to have IFR ceilings and visibilities from fog
and low clouds that redevelop overnight tonight and linger into

A winter storm will move into the Inland Northwest on Wednesday
bringing periods of moderate to locally heavy snow once again to
much of the region. Most valley locations will see the snow
transition to freezing rain, sleet or rain either Wednesday night
or Thursday morning. The changeover to freezing rain or sleet will
be brief over most areas, however over the western Columbia
Basin, Wenatchee Area, Waterville Plateau, and the Cascades south
of Lake Chelan significant ice accumulations will be possible.
Snow amounts are likely to be heavy over the mountains, especially
near the Cascade Crest and in extreme northeast Washington and
the northern Idaho Panhandle. Significant snows are also expected
for most valley locations north of Highway 2. The threat of
widespread precipitation will continue through Thursday evening.
The combination of rain and snow as well as warmer temperatures
could lead to localized flooding issues due to melting snow and
runoff. Ice jam flooding is also possible. The main threat of
flooding will occur over east-central Washington and into the
central Idaho Panhandle.
