The National Weather Service in Midland has issued a

* Flash Flood Warning for...
  Northeastern Winkler County in western Texas...

* Until 1030 PM CDT

* At 730 PM CDT, Doppler radar indicated thunderstorms producing 
  heavy rain across the warned area. Radar estimates one to two 
  inches of rain has already fallen. Flash flooding is 
  possible along highway 115.

* Flash flooding will remain over mainly rural areas of northeastern
  Winkler County.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.
