  Isabela Municipality in Puerto Rico...
  Quebradillas Municipality in Puerto Rico...

* Until 815 PM AST Friday

* At 210 PM AST, dam operators reported the Guajataca Dam is failing 
  causing flash flooding downstream on the Rio Guajataca.

  This is a FLASH FLOOD EMERGENCY for ISABELLA and QUEBRADILLAS. 
  SEEK HIGHER GROUND NOW! 

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Move to higher ground now. This is an extremely dangerous and
life-threatening situation. Do not attempt to travel unless you are
fleeing an area subject to flooding or under an evacuation order.

Move to higher ground now. Act quickly to protect your life. 
Authorities have ordered an evacuation of Isabella and Quebradillas. 
Buses will be evacuating people from these areas.
