The National Weather Service in State College PA has issued a

* Flash Flood Warning for...
  Southwestern Clearfield County in central Pennsylvania...
  Northeastern Cambria County in central Pennsylvania...

* Until 115 PM EDT.

* At 1016 AM EDT, local law enforcement reported thunderstorms 
  producing heavy rain and flooding in southern Clearfield County 
  near Coalport. The storms are moving over the same areas as heavy 
  rain which occurred last night. The rain will last about another 
  hour or so, and produce about another inch. This additional rain 
  will lead to flash flooding.

* Some locations that will experience flooding include...
  Blandburg, Prince Gallitzin State Park, Houtzdale, Ramey, Burnside,
  Coalport, Glen Hope, Irvona, Westover and New Washington.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Flash Flood Warning means that flooding is imminent or occurring.
If you are in the warned area move to higher ground immediately.
Residents living along streams and creeks should take immediate
precautions to protect life and property.

...THE FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 115 PM EDT FOR
SOUTHWESTERN CLEARFIELD AND NORTHEASTERN CAMBRIA COUNTIES...

At 1103 AM EDT, local law enforcement reported flash flooding in 
Coalport and Westover. One building collapse has also occurred with 
numerous water rescues occurring in Coalport. 3 to 4 inches of rain 
has already fallen. 

More rain is expected, but the back edge of the very heavy rain is 
moving into the warning area, and a break in the rain should begin 
by noon. However, additional rain is possible later today later in 
the afternoon. 

Some locations that will experience flooding include...
Blandburg, Prince Gallitzin State Park, Houtzdale, Ramey, Burnside,
Coalport, Glen Hope, Irvona, Westover and New Washington.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, country roads, farmland, and other low lying
spots.

...THE FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 115 PM EDT FOR
SOUTHWESTERN CLEARFIELD AND NORTHEASTERN CAMBRIA COUNTIES...

At 1203 PM EDT, emergency management reported flash flooding 
continues across the region, especially in and near Westover and 
Coalport.

The rainfall which caused the flash flooding has moved to the east. 
Therefore, the water may begin to recede, but additional rain and 
thunderstorms are possible this afternoon. Any additional rain could 
renew or make the flooding worse. 

Some locations that will experience flooding include...
Blandburg, Prince Gallitzin State Park, Houtzdale, Ramey, Burnside,
Coalport, Glen Hope, Irvona, Westover and New Washington.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

NORTHEASTERN CAMBRIA COUNTIES WILL EXPIRE AT 115 PM EDT...

The heavy rain is not expected for the next couple of hours. The 
flood waters will start to recede. However, scattered storms are 
still expected to pop up again this afternoon. Much of the area will 
be dry, but any additional rain will renew or worsen the flooding. 
Please continue to heed any road closures. Most flood deaths occur 
in automobiles.
