  MORNING FROM THE RECENT AND CONTINUING HEAVY RAINFALL. THIS
  INCLUDES THE SAINT JAMES RIVER NEAR DOVER WHICH HAS EXCEEDED ITS
  FLOOD STAGE. HIGH WATER IS LIKELY ON MANY LOCAL ROADWAYS AS WELL.
