  OUTER BANKS HYDE COUNTY IN EASTERN NORTH CAROLINA...

* UNTIL 200 AM EDT

* AT 1225 AM EDT...DOPPLER RADAR INDICATED HEAVY RAIN ACROSS THE
  WARNED AREA. UP TO FIVE INCHES OF RAIN HAVE ALREADY FALLEN AND
  ADDITIONAL AMOUNTS OF 3 INCHES WILL BE POSSIBLE. FLASH FLOODING IS
  EXPECTED TO BEGIN SHORTLY.
