.A protracted period of cold weather is causing widespread ice
jamming on the North Platte river near North Platte. Very cold
weather is expected this weekend which could worsen the ice jam and
flooding. Warmer weather next week should cause the ice to break up
and allow for normal river flow.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
Do not drive your vehicle into areas where water covers the roadway.
The water depth may be too great to allow your car to cross safely
and the road beneath may not be intact. Vehicles caught in rising

* Forecast...The river will continue rising to near 7.1 feet by this
afternoon. The river will fall below flood stage early Tuesday
morning. Minor fluctuations in the river level are to be expected.
* Impact...At 7.2 feet...Major and widespread flooding along the
north bank of the North Platte River from Highway 83 to
approximately 4 miles west of Highway 83 south of North River Road.
Flooding occurs on North Washboard Road to the north and south of
North River Road. Major and widespread flooding to residences and
outbuildings along and south of North River Road with access to
properties significantly impaired. Widespread flooding worsens
along the north side of Cody Park.

.Warmer temperatures this week have caused the river ice to break up
with river levels dropping below flood stage. This brings an end to
minor flooding with river levels expected to continue to run high.
Changing river levels can be expected as ice jams break and redevelop
downstream though no widespread flooding is expected.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
Do not drive your vehicle into areas where water covers the roadway.
The water depth may be too great to allow your car to cross safely
and the road beneath may not be intact. Vehicles caught in rising
waters should be abandoned quickly.
Do not let children play near the river during high water.

The Flood Warning is cancelled for
The North Platte River near North Platte.
* At 3:00 AM Thursday the stage was 5.8 feet.
* Flood stage is 6.0 feet.
* Fell below flood stage at 5:15 PM Wednesday.
* Forecast...The river will continue to fall to 5.7 feet by tomorrow
morning.
* Impact...At 6.0 feet...Minor flood stage. Minor flooding of low
lying and agricultural land begins along the north bank of the
North Platte River from Highway 83 to approximately 4 miles west of
Highway 83 south of North River Road. Minor water intrusions into
low lying areas of Cody Park in North Platte begins. People should
be cautioned against being in the water along the banks of the
river especially near Cody Park.

Area Forecast Discussion...UPDATED National Weather Service North Platte NE 540 AM CST Thu Dec 15 2016 .SHORT TERM...(Today and tonight) Issued at 350 AM CST Thu Dec 15 2016 Robust Pacific moisture is streaming across the Rockies and all models indicate precipitable water increasing to 0.50 inches or higher by tonight. Moisture will pool ahead of an arctic front...currently located across Nrn Alberta. A warm front will lift through Wrn and Ncntl Neb today and be drawn south into Nrn Nebraska tonight. A vast area of low pressure will from across the rockies tonight and draw residual arctic air across the Nrn Plains south into Northwest Neb. Both the GFS and NAM indicate freezing drizzle or sleet across Sheridan County after 06z tonight. Model soundings suggest some potential for snow with near surface temperatures in the single digits. Blended guidance plus bias correction suggests highs in the lower 20s to mid 30s today. The same blend produces lows in the teens and single digits tonight. Skies should remain cloudy today and tonight as Pacific moisture continues to stream across the Rockies. .LONG TERM...(Friday through Wednesday) Issued at 350 AM CST Thu Dec 15 2016 12z Friday and beyond. The projected synoptic pattern in the long range has changed very little from what was offered 24 hours ago. The primary features in the large scale are a deep area of low pressure over Hudson Bay and a trough off the Pac NW coast. The Pac NW trough is shown to phase with a shortwave that will round the western periphery of the Hudson Bay low and rapidly advance east toward the northern plains. The system will pull a significant cold front south with it's arrival across Northwest Nebraska early Friday. The Arctic front is significant and will have the potential to produce extreme wind chill Friday through Sunday. It would not be out of the question to see the apparent temperature fall below minus 30 on Saturday and Sunday morning for locations along and north of highway 20. The minus 20 air temperature Sunday morning at Rushville is a good example of how cold this airmass is projected to be. Locations as far south as interstate 80 are projected to see air temperatures near minus 10 Sunday morning. In addition to the cold temperatures and brisk wind, accumulating snow is likely Friday into early Saturday. The guidance suggests several opportunities for banded snowfall. The most notable arrives early Friday across our far northwestern zones and has the potential to drop moderate snow amounts. There has been some wobbles on where the heaviest qpf will set up, but what is certain is that strong waa in advance of the system will usher a solid tap of moisture into the system. PWATS will be on the order of a half an inch or higher, which is significant for this time of year across NW Neb. This band is shown to lift to the northeast which should impact most of our northern zones. A solid 3-5" of snow is likely from Keya Paha County west through the Pine Ridge. Further south chances of snow become more muddled due to uncertainty on where the next band(s) set up, but at this point 1-3" of snow is possible for the central Sandhills. The models continue to trend drier for I80 and southwest Nebraska, with the development of the next band expected to be south and east. Less than an inch is expected. Complicating the forecast will be the potential of -fzdz or IP as soundings reveal a brief period of saturation below the DGZ on Friday as the front is pushing south. This is several runs now indicating the ice potential, so we will now include the mixed precipitation in the forecast. Will also expand the blowing snow mention in the forecast as wind gusts will be at or near 25mph. Will upgrade the Winter Storm Watch to a Warning for Cherry and Sheridan county due to the expected wind chills and snow. Else where we felt there's still enough uncertainty to continue the watch, especially for the counties to the south. Note however at a minimum wind chill headlines are anticipated. Saturday and beyond general clearing is forecast as the upper trough exits to the east. The upper levels transition to zonal which would then support warmer temperatures with the Arctic airmass scoured to the east. && .AVIATION...(For the 12Z TAFS through 12Z Friday morning) Issued at 540 AM CST Thu Dec 15 2016 MVFR in snow is expected as the warm front lifts north through North Central Nebraska this morning. The warm front will lift into Sd 15z-18z and VFR is expected to develop across all areas. IFR/MVFR cigs are expected to develop across Northern Sheridan County from 06z onward tonight. These cigs are the result of an arctic front sagging into Nrn Nebraska. Patchy freezing drizzle or snow is possible as the front moves south. && .HYDROLOGY... Issued at 350 AM CST Thu Dec 15 2016 Ice jamming is occurring near Lewellen and North Platte on the North Platte River. No flooding was reported by law enforcement at Lewellen but further downstream, in North Platte the river was well out of its banks at Cody Park Wednesday afternoon. The latest ice affected gage reading was over 7 feet at North Platte which is major flood stage. A Flood Advisory also remains in effect due to ice jamming at both North Platte and Lewellen. Visual conformation will be required for a Flood warning at both locations due to ice affected gage readings. Additional ice jamming will be possible on other area rivers, however typically the North Platte River has had more problems than other rivers.
