* AT 932 AM CDT...TRAINED WEATHER SPOTTERS REPORTED THUNDERSTORMS
  PRODUCING HEAVY RAIN IN A SHORT PERIOD OF TIME ACROSS THE WARNED
  AREA. IN EXCESS OF TWO INCHES OF RAIN HAVE ALREADY FALLEN.
  STANDING WATER HAS ALREADY BEEN REPORTED IN THE WARNED AREA
  CREATING TROUBLE ON LOCAL ROADS. FLASH FLOODING IS EXPECTED TO
  BEGIN SHORTLY.
