  THUNDERSTORMS PRODUCING HEAVY RAIN ACROSS THE WARNED AREA. UP TO
  FOUR INCHES OF RAIN HAS ALREADY FALLEN AND ADDITIONAL HEAVY RAIN IS
  LIKELY THIS MORNING. REPORTS FROM LOCAL EMERGENCY MANAGEMENT
