* AT 146 AM CDT...EMERGENCY MANAGEMENT REPORTED THUNDERSTORMS WITH
  VERY HEAVY RAINFALL ACROSS THE WARNED AREA. SOME MANHOLE COVERS
  HAVE BEEN BLOWN IN SPRINGFIELD.

* RUNOFF FROM THIS EXCESSIVE RAINFALL WILL CAUSE FLASH FLOODING TO
  OCCUR. SOME LOCATIONS THAT WILL EXPERIENCE FLOODING INCLUDE...
  SPRINGFIELD...CHATHAM...RIVERTON...ROCHESTER AND SHERMAN.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

BE ESPECIALLY CAUTIOUS AT NIGHT WHEN IT IS HARDER TO RECOGNIZE THE
