* AT 540 PM CDT...THE PUBLIC REPORTED HEAVY RAIN AROUND HIGHWAY 14 
  NEAR ELGIN. UP TO TWO INCHES OF RAIN HAVE ALREADY FALLEN. FLASH 
  FLOODING IS EXPECTED TO BEGIN SHORTLY. 

* SOME LOCATIONS THAT WILL EXPERIENCE FLOODING INCLUDE...
  NELIGH...ELGIN AND OAKDALE.
