THAT BETWEEN 2 AND 3 INCHES OF RAIN HAD FALLEN SINCE 3 PM EDT FROM A 
NEARLY STATIONARY STORM OVER THE AREA. 

* LOCATIONS IMPACTED INCLUDE...INTERSTATE 75 BETWEEN MILE MARKERS 90
