  ROTATING AROUND TROPICAL STORM FAY THAT WILL SPREAD ACROSS MARTIN 
  AND ST LUCIE COUNTIES THROUGH AT LEAST MIDDAY.  DOPPLER RADAR 
  ESTIMATES THAT OVER 4 INCHES OF RAIN HAVE OCCURRED IN THIS AREA
  AND AN ADDITIONAL 2 TO 3 INCHES OF RAINFALL IS POSSIBLE.
