* AT 1019 AM CDT...NATIONAL WEATHER SERVICE DOPPLER RADAR INDICATED
  THUNDERSTORMS WITH HEAVY RAIN NEAR SOPER...MOVING NORTH AT 15      
  MPH. RADAR INDICATES THAT 3 TO 5 INCHES OF RAIN HAS ALREADY
