* AT 958 PM CDT...THE PUBLIC REPORTED A TORNADO 2 MILES SOUTHWEST OF 
  CARTER NEAR THE INTERSECTION OF ILLINOIS 161 AND INTERSTATE 57. 
  RADAR INDICATED THE STORM WAS MOVING EAST AT 30 MPH.
