751 AM EST SAT FEB 22 2003

THE NATIONAL WEATHER SERVICE IN JACKSON KY HAS ISSUED A

* FLASH FLOOD WARNING FOR...
  LETCHER COUNTY

* UNTIL 1145 AM EST

* AT 746 AM EST...THE LETCHER COUNTY SHERIFF REPORTED THAT FLASH 
FLOODING WAS OCCURRING ON SMOOT CREEK ROAD AT THE INTERSECTION OF 
HIGHWAY 15 AND 160.  

RADAR HAS ESTIMATED THAT BETWEEN 1 AND 1.5 INCHES OF RAIN HAVE 
FALLEN OVER A LARGE PORTION OF LETCHER COUNTY OVER THE LAST 3 
HOURS.  ANOTHER HALF TO ONE INCH OF RAIN IS POSSIBLE WITHIN THE NEXT 
COUPLE OF HOURS.   

A FLASH FLOOD WARNING MEANS THAT FLOODING IS IMMINENT OR OCCURRING. 
IF YOU ARE IN THE WARNING AREA MOVE TO HIGHER GROUND IMMEDIATELY. 
RESIDENTS LIVING ALONG STREAMS AND CREEKS SHOULD TAKE IMMEDIATE 
PRECAUTIONS TO PROTECT LIFE AND PROPERTY. DO NOT ATTEMPT TO CROSS 
SWIFTLY FLOWING WATERS OR WATERS OF UNKNOWN DEPTH BY FOOT OR BY 
AUTOMOBILE. IF YOUR VEHICLE STALLS, ABANDON IT IMMEDIATELY AND SEEK 
HIGHER GROUND.
