  NORTHERN MONROE COUNTY IN NORTHEAST PENNSYLVANIA

* AT 200 PM EDT...AUTOMATIC RAIN GAGES INDICATED UP TO 3 INCHES OF
  RAIN HAD ALREADY FALLEN WITH MORE EXPECTED.

A FLASH FLOOD WARNING MEANS THAT FLOODING IS OCCURRING OR IS
IMMINENT. MOST FLASH FLOOD DEATHS OCCUR IN AUTOMOBILES. DO NOT DRIVE
