000 WGUS56 KMTR 142121 FFWMTR CAZ005-065-150400- BULLETIN - EAS ACTIVATION REQUESTED FLASH FLOOD WARNING NATIONAL WEATHER SERVICE SAN FRANCISCO CA 119 PM PST SAT DEC 14 2002 THE NATIONAL WEATHER SERVICE IN SAN FRANCISCO BAY AREA HAS ISSUED A * FLASH FLOOD WARNING FOR NAPA...SONOMA...AND MARIN COUNTIES * UNTIL 800 PM PST * AT 100 PM PST...HEAVY RAIN WAS CONTINUING OVER ALL OF THE NORTH BAY AREA. HOURLY RAINFALL RATES WERE REPORTED AROUND 0.5 INCH BY MANY AUTOMATED GAUGES...AS WELL AS BY STORM SPOTTERS. THE FIRST IN A SERIES OF HEAVY RAIN BANDS HAS JUST MOVED OVER THE NORTH BAY... WITH RADAR SHOWING ANOTHER AREA OF ENHANCED RAIN JUST OFFSHORE AND EXPECTED TO MOVE INLAND OVER THE NEXT FEW HOURS. THUNDERSTORMS ARE ALSO BEING REPORTED...AND COULD PRODUCE LOCALLY HEAVIER RAINFALL AMOUNTS. VERY STRONG WINDS ACCOMPANYING THIS STORM IN EXCESS OF 50 MPH ARE ALSO CAUSING POWER OUTAGES AND DOWNED TREES. RAINFALL RATES ARE EXPECTED TO GRADUALLY DIMINISH AFTER THE MAIN FRONTAL PASSAGE LATER THIS AFTERNOON...BUT WATER LEVELS MAY CONTINUE TO RISE OVER THE NEXT COUPLE OF HOURS. A FLASH FLOOD WARNING MEANS THAT FLOODING IS IMMINENT OR OCCURRING. IF YOU ARE IN THE WARNING AREA AND OBSERVE FLOODING...MOVE TO HIGHER GROUND IMMEDIATELY. RESIDENTS LIVING ALONG CREEKS AND STREAMS SHOULD TAKE IMMEDIATE PRECAUTIONS TO PROTECT LIFE AND PROPERTY.
