THE NATIONAL WEATHER SERVICE IN JACKSON KY HAS ISSUED A

* FLASH FLOOD WARNING FOR THE FOLLOWING COUNTIES IN SOUTHEAST 
KENTUCKY...
  KNOTT COUNTY
  PERRY COUNTY
  CLAY COUNTY
  LESLIE COUNTY
  LETCHER COUNTY
  KNOX COUNTY
  HARLAN COUNTY
  BELL COUNTY

* UNTIL 0400 AM EST

* AT 920 PM EST...THE STATE EMERGENCY OPERATIONS CENTER REPORTED 
SEVERAL ROADS CLOSED IN KNOX COUNTY...AND HIGHWAY 38 CLOSED IN 
HARLAN COUNTY. ALTHOUGH RADAR ESTIMATED RAINS FROM SCATTERED SHOWERS 
THIS EVENING ARE MOSTLY LESS THAN A QUARTER INCH...THE GROUND IN THE 
AREA IS AT OR NEAR SATURATION...AND SNOW MELT CONTINUES. THUS... 
FLASH FLOODING IS ALSO LIKELY IN THOSE COUNTIES NEIGHBORING KNOX AND 
HARLAN.     

BE ESPECIALLY CAUTIOUS AT NIGHT WHEN IT IS HARDER TO RECOGNIZE THE 
DANGERS OF FLOODS AND FLASH FLOODS. DO NOT DRIVE YOUR VEHICLE INTO 
AREAS WHERE THE WATER COVERS THE ROADWAY. THE WATER DEPTH MAY BE TOO 
GREAT TO ALLOW YOUR CAR TO CROSS SAFELY. VEHICLES CAUGHT IN RISING 
WATER SHOULD BE ABANDONED QUICKLY. MOVE TO HIGHER GROUND.

RESIDENTS LIVING ALONG STREAMS AND CREEKS SHOULD TAKE IMMEDIATE 
PRECAUTIONS TO PROTECT LIFE AND PROPERTY.
