THE NATIONAL WEATHER SERVICE HAS ISSUED A

* FLASH FLOOD WARNING FOR...
  STARR COUNTY IN SOUTH CENTRAL TEXAS

* UNTIL 1045 PM CDT

* AT 750 PM CDT...NATIONAL WEATHER SERVICE DOPPLER RADAR INDICATED   
  AN AREA OF HEAVY RAIN PRODUCING THUNDERSTORMS WITH FROM NEAR RIO   
  GRANDE CITY EXTENDING INTO NORTHERN STARR COUNTY...MOVING          
  NORTHEAST AT 15 MPH. DOPPLER RADAR ESTIMATED THAT FROM 3 TO 5      
  INCHES OF RAIN HAVE ALREADY FALLEN OVER CENTRAL AND NORTHERN STARR 
  COUNTY.  

* SLOW MOVING THUNDERSTORMS ARE PRODUCING TORRENTIAL RAINFALL IN THE
  WARNED AREA. RUNOFF FROM THIS EXCESSIVE RAINFALL WILL CAUSE FLASH
  FLOODING TO OCCUR. SOME LOCATIONS THAT WILL EXPERIENCE FLASH
  FLOODING INCLUDE...RIO GRANDE CITY AND LA CASITA-GARCIASVILLE.

DO NOT DRIVE YOUR VEHICLE INTO AREAS WHERE THE WATER COVERS THE
ROADWAY. THE WATER DEPTH MAY BE TOO GREAT TO ALLOW YOUR CAR TO CROSS
SAFELY. VEHICLES CAUGHT IN RISING WATER SHOULD BE ABANDONED QUICKLY.
