* AT 815 AM EDT...NATIONAL WEATHER SERVICE RADAR INDICATED THUNDERSTORMS
  WITH VERY HEAVY RAIN REPEATEDLY MOVING OVER PORTIONS OF NORTHERN
  KANAWHA COUNTY. RADAR ESTIMATED THAT AS MUCH AS 2 TO 3 INCHES OF
  RAIN HAS FALLEN IN ONE HOUR IN LOCATIONS NEAR AND NORTH OF
