  HEAVY RAINS FALLING OVER PORTIONS OF JACKSON COUNTY. RADAR
  INDICATED THAT SOME LOCATIONS HAVE RECEIVED OVER ONE AND ONE
  HALF INCHES OF RAINFALL IN AN HOUR. ADDITIONAL RAINS ARE
