* AT 212 PM EDT...A SPOTTER REPORTED HEAVY RAINS WITH SMALL STREAMS
FLOODING NEAR THE HUNTERDON AND SOMERSET COUNTY BORDERS.  NATIONAL
WEATHER SERVICE DOPPLER RADAR IS ESTIMATING AS MUCH AS 3.5 INCHES OF
RAIN IN ABOUT AN HOUR NEAR THE HUNTERDON AND SOMERSET COUNTY BORDER.
