 *NATIONAL WEATHER SERVICE DOPPLER RADAR INDICATED THAT CLUSTERS OF
  THUNDERSTORMS WITH VERY HEAVY RAIN WERE LOCATED OVER ERIE AND CRAWFORD
  COUNTIES AND WERE NEARLY  STATIONARY.
