  A POSSIBLE TORNADO 25 MILES SOUTHEAST OF CONCORDIA...OR JUST WEST
  OF OAK HILL...MOVING EAST AT 30 MPH. A TRAINED OBSERVER 5 MILES
  EAST OF DELPHOS REPORTED A FUNNEL CLOUD WITH THIS STORM AS IT
  MOVED THROUGH THAT AREA AT 1005 PM CDT.
