FLOOD WARNING FOR URBAN AREAS AND SMALL STREAMS
EFFECTIVE UNTIL  700 AM EST
FOR PEOPLE IN THE FOLLOWING LOCATIONS...

AT 253 AM EST...A LARGE AREA OF RAIN WAS OVER NORTHEAST AND EAST CENTRAL
OHIO AND NORTHWEST PENNSYLVANIA. THIS AREA OF RAIN WAS MOVING TO THE
EAST NORTHEAST AT 30 MILES AN HOUR.  AN ADDITIONAL INCH OF RAIN WILL BE
POSSIBLE BY 5 AM.
 
WITH SATURATED SOIL CONDITIONS...NEARLY ALL OF THE RAIN WILL RUN
OFF...INCREASING THE POTENTIAL FOR FLOODING.
 
DO NOT DRIVE YOUR VEHICLE INTO AREAS WHERE THE WATER COVERS THE
ROADWAY.  THE WATER DEPTH MAY BE TOO GREAT TO ALLOW YOUR CAR TO
CROSS SAFELY.  VEHICLES CAUGHT IN RISING WATER SHOULD BE
ABANDONED QUICKLY.  MOVE TO HIGHER GROUND.
