  DEVELOPING TORNADO 1 MILE EAST OF RHINELANDER. THE STORM WAS
  MOVING SOUTHEAST AT 25 MPH. SPOTTERS INDICATE A FUNNEL CLOUD
  LOWERING TO THE GROUND.
