FLASH FLOOD WARNING EFFECTIVE UNTIL  630 PM EDT
FOR PEOPLE IN THE FOLLOWING LOCATION...
 
IN SOUTHERN VERMONT
 
   ...NORTHERN WINDHAM COUNTY
 
AT 138 PM...DOPPLER WEATHER RADAR SHOWED THUNDERSTORMS WITH TORENTIAL
DOWNPOURS MOVING OVER NORTHERNMOST PORTIONS OF WINDHAM COUNTY.  THESE
STORMS HAVE CONTINUALLY REFORMED IN THE SAME REGION SINCE NOONTIME.
 
RADAR ESTIMATED THAT TWO INCHES OF RAIN HAVE FALLEN DURING THE LAST HOUR
A FEW MILES SOUTHWEST OF GRAFTON. THIS IS THE SAME LOCATION THAT RECEIVELOCALIZED FLOODING ON WEDNESDAY....WHERE AT LEAST FOUR INCHES OF RAIN FE

THE SAXTON...WILLIAMS AND ANDOVER WATERWAYS WILL HAVE RAPID RISES.  ROAD
WASHOUTS WILL OCCUR.
 
A FLASH FLOOD WARNING MEANS THAT FLOODING IS OCCURRING OR IS
IMMINENT.  MOST FLASH FLOOD DEATHS OCCUR IN AUTOMOBILES.  DO NOT
ATTEMPT TO CROSS BRIDGES...DIPS...OR LOW SPOTS IF WATER COVERS
THE ROADWAY.  NEVER TRY TO CROSS A FLOWING STREAM...EVEN A SMALL
ONE...ON FOOT.  TO ESCAPE RISING WATER MOVE UP @TO HIGHER GROUND.
