1. EF065 to 85 mphthis tornado

   Light damage. Surface peeled off some roofs, gutters and siding damaged, branches broken, shallow-rooted trees pushed over.

2. EF186 to 110 mph

   Moderate damage. Roofs badly stripped, mobile homes overturned or badly damaged, exterior doors lost, windows broken.

3. EF2111 to 135 mph

   Considerable damage. Roofs torn off well-built houses, frame homes shifted on their foundations, mobile homes destroyed, large trees snapped or uprooted, cars lifted off the ground.

4. EF3136 to 165 mph

   Severe damage. Whole stories of well-built houses destroyed, large buildings badly damaged, trains overturned, trees debarked, heavy cars lifted and thrown.

5. EF4166 to 200 mph

   Devastating damage. Well-built houses leveled, structures with weak foundations moved some distance, cars thrown and large missiles generated.

6. EF5over 200 mph

   Incredible damage. Strong frame houses swept off their foundations, car-sized missiles thrown more than 100 meters, steel-reinforced concrete badly damaged, high-rise buildings deformed.

7. Unrated

   The survey recorded a tornado but could not put a number on it, most often because it crossed open country and damaged nothing a rating can be read from.

Hot and humid conditions prevailed across the region July 27, as a warm front lifted northward into northeast Iowa. Showers and thunderstorms developed along the Highway 20 corridor in Dubuque, Jo Daviess and Stephenson Counties during the early evening hours of July 27. They continued to redevelop and move over the same areas for about 18 hours. Record-setting rainfall totals of 7 to 15 inches resulted in flash flooding of much of the area. The Mississippi River at Dubuque, IA even rose about 4 feet in 12 hours due to the excessive rainfall. In addition to the heavy rains and flooding, some of the stronger storms producing large hail and a brief tornado. High temperatures on July 27 topped out in the lower and middle 90s. Due to the high humidity levels, low temperatures the morning of July 28 only managed to slip into the 70s and lower 80s.

Around 755 pm CDT July 27, a tornado was reported about 3 miles northeast of Stockton, IL near Tiger Whip Road. This report was relayed by the emergency manager.

20 minutes of warning. NWS DVN issued a tornado warning for this county at 00:35 UTC, 20 minutes before the tornado touched down, in force until 01:15 UTC.

The county was under a tornado watch, issued at 00:43 UTC and running to 04:44 UTC.
