Hurricane Arthur produced sustained hurricane force winds along coastal sections Down-east Carteret County. Maximum sustained winds of 77 mph were measured at Cape lookout with peak winds of 101 mph during the late evening hours of July 3rd. This resulted in minor wind damage with scattered power outages. A two to three foot storm surge occurred along the coast and adjacent to the lower reaches of the Neuse River. One to four inches of storm total rainfall was measured across the county resulting in minor freshwater flooding. No significant damages were reported by Emergency Management. There were no storm related injuries or fatalities.

Downburst wind damage occurred from a thunderstorm that extended from near Earlville NY to Poolville NY. The majority of the damage was to trees with most trees being uprooted. There were a few areas where trees were snapped. The core of the damage where winds were estimated at 90 MPH was to a farm where a barn was blown off of its foundation by a few inches. A tin roof was partially peeled off and several large hardwood trees were uprooted.

A tornado developed along a rain band associated with Hurricane Arthur across southern Duplin County. The tornado touched down south of Rosemary Road and east of Highway 117 where tree damage was observed. The tornado tracked west-northwest across Pool Road and Highway 117 before lifting near Rosemary Road just south of Rose Hill. The tornado had a path length of around 3/4 of a mile and was estimated to be about 200 yards wide. The tornado was determined to be an EF1 with winds around 100 mph. Several trees were snapped or uprooted, and two homes had significant damage with the roof blown off one. There were no injuries or fatalities associated with this tornado.

In Lawrence, trees were downed on Winthrop Avenue, Essex Street, Everett Street, and Methuen Street. A tree fell onto a house on Furber Street and another on Melvin Street. In North Andover, a large tree was downed on Boston Road near Route 114 and on Main Street. Damage was a little more extensive in Andover, where many trees were downed on the south side of town including on Vine Street. Trees and wires were downed on Bridle Path Road.

A lightning strike on Tybee Island resulted in minor injuries to three males, two of which were taken to the hospital for treatment of burns. Tybee Island Ocean Rescue reported the injuries and the report was relayed to the National Weather Service by the broadcast media.

Numerous trees were downed in Hatfield, Williamsburg, Westhampton, Northampton, and Easthampton which blocked roadways in some cases. One lane of Interstate 91 in Northampton was blocked by a fallen tree near Exit 20. Trees were downed onto houses on Ellington Road and Water Street in Northampton and on Strong Street in Easthampton. In Amherst, large branches were downed at UMASS. A tree was downed in Hadley near the Connecticut River.

Wind gust of 47 knots was measured at Oceana NAS (NTU). Wind gust of 43 knots was measured at Lynnhaven. Tropical storm wind gusts caused minor structural damage.

Portions of Smith Ridge Road were washed out by heavy rain. Event total rainfall from the evening of the 4th into the afternoon of the 5th generally ranged from 3.00 to 5.00 inches...with localized totals of 6.00 to 6.50 inches...across Washington county. The heavy rains also contributed to elevated water levels with minor spill over near some small streams along with ponding of water in poor drainage areas across portions of the county.

High wind gusts produced extensive tree damage with many trees uprooted or snapped along with numerous broken branches. The falling trees and branches helped bring down power lines and utility poles which led to numerous power outages. Peak wind gusts generally ranged from 40 mph to around 60 mph. A peak wind gust of 61 mph was recorded near Jonesboro.

What this means

A best track is the record a warning agency settles on after the storm, not what it said at the time: position, maximum sustained wind and central pressure every six hours, revised against every observation that came in later. Category is the Saffir-Simpson scale, which runs from Category 1 at 64 kt to Category 5 at 137 kt and reads wind only, so it says nothing about surge or rain. Accumulated cyclone energy adds up the square of the wind through the storm's life, so it counts strength and duration together.
