Over ten inches of rain fell in the Youngsville area, resulting in nearly 400 homes and businesses with flood water damages. With US 90 closed between Lafayette and New Iberia, many people risked their life by driving around road barricades into deep, moning water. Fire and police rescue personel used water ski-doos to retrieve dozens of people from roofs of vehicles, and even trees.

Between five and ten inches of rain fell in less than three hours, resulting in significant flooding in rural sections of western Iberia Parish. More importantly, sections of US 90 were closed between Lafayette and New Iberia for over 12 hours as a result of the large amount of rain in such a short time span. Hundreds of motorists were stranded for hours waiting for flooded roadways to open up.

Around ten inches of rain fell in less than six hours, resulting in widespread flooding across northern Jefferson County, including the metropolitan area of Beaumont. Many people awoke to see flood waters in their homes, vehicles, and businesses. Nearly 900 homes were damaged, but only 10 were classified as destroyed. Roads and bridges also received some damage from the flood waters.

The remnants of Tropical Storm Allison led to severe flash flooding over portions of the county. Hwy 147 had to be closed and sever creeks adjacent to highways in town overflowed their banks leading to additional road closures. There were several reports of cars hydroplaning into ditches.

A cluster of severe thunderstorms spawned from the remains of Tropical Storm Allison moved across central George county during the early morning hours. The high winds from the storms did the most damage from the Twin Creeks area north across Inland Beach road to near US Highway 98 just northwest of Lucedale. The damage was all facing to the west as the storms were moving around the eastern periphery of Allison. It was estimated that about twenty-five homes in these areas suffered some form of damage with at least ten manufactured homes damaged so bad they were deemed destroyed. The high winds covered a large area with several trees and power lines also blown down. The roof was taken off one two story home. Five people suffered minor injuries during the storm.

Wind equipment on Pensacola Beach measured a peak wind gust of 79 mph as a line of thunderstorms moved through the area. The line of storms was associated with the remnants of Tropical Storm Allison, which were moving east across the region. No damage was reported.

Numerous roads closed in Panama City and Springfield, with a few washouts. Saturated grounds were responsible for several downed trees and power lines. Between three and five inches of rain fell since midnight from the remnants of Tropical Storm Allison. Reported by the Bay County EMA.

The remnants of Tropical Storm Allison dumped up to 11 inches of rain Monday night and early Tuesday morning. Eight inches of rain fell in Valdosta. Numerous county roads and highways were closed, with numerous washouts. Six families on Martin Lane off of Quitman Road were evacuated from their homes. Numerous trees down in the Sugar Creek subdivision near Valdosta. Several bridges were damaged. A state of emergency was declared for Lowndes County. Reported by the Lowndes County EMA.

Several roads in the south part of the town of Luverne became impassable due to standing water resulting from heavy rain. The roads were closed for a couple of hours until the waters receded. The very heavy rainfall occurred as the remnants of Tropical Storm Allison moved east across the area.

The remnants of Tropical Storm Allison dropped 12 to 16 inches of rain across martin county causing widespread, dangerous flooding. Nearly all primary and secondary roads were closed and flooding reached up to 25 homes causing $200,000 in damage. The worst of the flooding occurred during the early evening hours.

A strong cold front combined with some of the moisture from the remnants of Hurricane Allison to produce extreme rainfall rates across portions of the area. The rain gage at NWS Binghamton recorded 3.57 inches of rain in just over one hour and event total estimates across Bradford county were around 5 inches. The rapid runoff from these rains caused flash flooding. Emergency management reported that many roads were washed out including Routes 14 and 187. In Asylum township a State of Emergency was declared and several evacuations were ordered due to an unstable dam on a pond at Gilpin dairy farm. Route 187 suffered significant damage between Moody Road and Durell Road where sluice pipes and sections of the road were washed away.

The rain gage at NWS Binghamton recorded 3.57 inches in just over one hour. The rapid runoff from these rains caused flash flooding. Emergency management reported many roads washed out and flooded in Greene, Preston, McDonough, Oxford, and Smithville. Local creeks overflowing thier banks flooded houses and forced some evacuations in Smithville. The extra volume of water put extreme stress on a control gate at Bowman Lake, a major source of summer recreation in McDonough, resulting in its eventual failure. The lake slowly drained out into Bowman Creek over a long period of time until it was empty. The release of water was gradual so no flooding was reported on Bowman Creek.

What this means
A best track is the record a warning agency settles on after the storm, not what it said at the time: position, maximum sustained wind and central pressure every six hours, revised against every observation that came in later. Category is the Saffir-Simpson scale, which runs from Category 1 at 64 kt to Category 5 at 137 kt and reads wind only, so it says nothing about surge or rain. Accumulated cyclone energy adds up the square of the wind through the storm's life, so it counts strength and duration together.
