* At 852 PM AST, gauge reports indicated heavy rain falling across 
  the warned area. Between 3 and 6 inches of rain have fallen. The 
  expected rainfall rate is 0.25 to 0.75 inches in 1 hour. 
  Additional rainfall amounts of 1 to 2 inches are possible in the 
  warned area. Flash flooding is already occurring.

  HAZARD...Flash flooding caused by heavy rain from hurricane
           rainbands.

  SOURCE...Radar and gauges reported.

  IMPACT...Flash flooding of mainstem rivers including the Rio
           Grande de Loiza, Rio Bayamon, and Rio de la Plata as
           well as small creeks and streams, urban areas,
           highways, streets and underpasses as well as other
           poor drainage and low-lying areas.

* Rio Bayamon is still in flood ,but is receding from a maximum 
  stage of 21.21 feet. Some effects that may still not have resolved 
  are the river out of its banks and flooding Sector Humacao, Urb. 
  Santa Rosa.
  Quebrada Tortuga ... tributary out of its banks and flooding Hwy 1 
  near Sansosi.

Rio de la Plata has reached 34.21 feet and is still rising slowly. 
Highway 861 closed near area del Madril and also Barrio Pinal Puente
and Highway 693 and 842 of Toa Alta closed would be closed with 
considerable water over them.
Highway 824 flooded at Puente los Cocos

Rio Grande de Loiza has reached a maximum of 44.65 feet so far with 
flooding around the Roberto Clemente Stadium and over a number of 
homes that have been previously evacuated.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood 
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the 
dangers of flooding.

BAYAMON, CAROLINA, CATANO, DORADO, GUAYNABO, LOIZA, SAN JUAN, TOA 
ALTA, TOA BAJA AND TRUJILLO ALTO COUNTIES...

At 915 PM AST, gauge reports indicated that heavy rain was falling 
across the warned area. Between 3 and 6 inches of rain have fallen. 
The expected rainfall rate is 0.25 to 0.75 inches in 1 hour. 
Additional rainfall amounts of 1 to 2 inches are possible in the 
warned area. Flash flooding is already occurring.

HAZARD...Life threatening flash flooding. Heavy rain producing
         flash flooding.

IMPACT...Life threatening flash flooding of creeks and streams,
         urban areas, highways, streets and underpasses.

* At 124 AM AST, gauge reports indicated heavy rain falling across 
  the warned area. Between 3 and 6 inches of rain have fallen since 
  early Sunday morning. The expected rainfall rate is 0.25 to 1 per 
  hour. Additional rainfall amounts of 1 to 2 inches are possible in 
  the warned area. Flash flooding is already occurring.

  HAZARD...Life threatening flash flooding. Heavy rain producing
           flash flooding.

  SOURCE...Gauges reported.

  IMPACT...Life threatening flash flooding of mainstem rivers
           including the Rio Piedras, Quebrada Margarita,
           Quebrada Grande Rio La Plata and Rio Grande de Loiza
           as well as creeks and streams, urban areas, highways,
           streets and underpasses.

* The following roads were flooded in Bo. Obrero: Avenida Kennedy, 
  Avenida Barbosa, Avenida Munoz Rivera, Roosevelt Ave., Simon Madera
  de Diego, and Calle Notre Dame in University Gardens.  At this 
  time the Rio Piedras was rising rapidly.

Due to rains upstream all the mentioned rivers have gone into flood.

Heavy rains have ended, but river gauges indicated that streamflows 
along Rio de la Plata and its tributaries are running high. For this 
reason, the Flash Flood Warning has been replaced by a Flood Warning.
