  and tonight. Frontal passage before sunrise Friday, shifting to
  west winds 15 to 20 with gusts to 25 knots Friday.

* WHERE...All coastal waters.

* WHEN...From 1 PM this afternoon to 6 PM PST Friday.

* IMPACTS...Conditions will be hazardous to small craft.
