  morning to 11.5 feet this afternoon. It will then fall below flood 
  stage this afternoon to 10.6 feet and begin rising again this 
  afternoon. It will rise above flood stage again late this 
  afternoon and continue to rise to 11.4 feet this evening. It will 
  then fall below flood stage again late this evening.
* Impact...At 11.0 feet, The river widens up to 400 feet across. It

  morning.
* Impact...At 15.0 feet, Flooding begins along the Neuse Riverwalk. 
  Water nears the base of the holding tank at the water treatment 
  plant.
* Impact...At 18.0 feet, The Smithfield town park and the Neuse 
  Riverwalk at the US70 bridge are flooded.
