For the Blackwater River...including Baker...Minor flooding is 
forecast.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

  tonight to a crest of 11.3 feet tomorrow morning. It will then 
  fall below flood stage tomorrow afternoon.
* Impact...At 11.0 feet, Minor flooding of secondary roads and 
  lowlands from the Highway 4 Bridge downstream.
