cars through flooded areas.

Turn around, don't drown when encountering flooded roads. Most flood 
deaths occur in vehicles.

  the Neuse River below Spring Garden.
* From this morning until further notice.
* At 9:25 AM EST Thursday the stage was 4.1 feet.
* Flood stage is 4.5 feet.
* Minor flooding is forecast.
* Forecast...The river is expected to reach minor flood stage 
  tonight or Friday with water level rises continuing into the 
  weekend.
* Impact...At 4.5 feet, Water floods the end of Cow Pen Landing 
  Road, including the boat launch area. The Spring Garden boat 
  launch area is also inundated. Water may cover portions of River 
  Road in a few low lying spots.
