Flood Warning for the following rivers in New Mexico...

  Pecos River below Carlsbad 2E, below Dark Canyon affecting Eddy 
  County.

...Forecast flooding changed from Minor to Moderate severity and 
increased in duration for the following rivers in New Mexico...

  Dark Canyon Draw at Dark Canyon Carlsbad affecting Eddy County.

.Radar indicates 4 to 5 inches of rain has fallen in the Dark Canyon 
watershed over the past 24 hours.  This is leading to rapid flash 
flooding in Dark Canyon Draw.

For the Pecos River...including Carlsbad 2E,  below Dark Canyon, 
Dark Canyon Carlsbad...Moderate flooding is forecast.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Motorists should not attempt to drive around barricades or drive 
cars through flooded areas.

Turn around, don't drown when encountering flooded roads. Most flood 
deaths occur in vehicles.

Flooding is occurring or is imminent. Most flood related deaths 
occur in automobiles. Do not attempt to cross water covered bridges, 
dips, or low water crossings. Never try to cross a flowing stream, 
even a small one, on foot. To escape rising water find another route 
over higher ground.

Please report observed flooding to local emergency services or law 
enforcement and request they pass this information to the National 
Weather Service when you can do so safely.

* From this afternoon to early tomorrow afternoon.
* At 10:45 AM MDT Tuesday the stage was 0.8 feet.
* Flood stage is 14.0 feet.
* Minor flooding is forecast.
* Forecast...The river is expected to rise above flood stage late 
  this afternoon to a crest of 15.4 feet this evening. It will then 
  fall below flood stage just after midnight tonight.
* Impact...At 12.0 feet, the river reaches bankfull.  No significant 
  threats are known at stages between 12 and 14 feet.
* Impact...At 14.0 feet, the river reaches minor flood stage, and 
  begins flooding area farmland, mainly downstream.
* Impact...At 17.0 feet, the river reaches moderate flood stage, 
  flooding a considerable amount of farmland along the west bank.
* Flood History...No available flood history.

  the Dark Canyon Draw at Dark Canyon Carlsbad.
* Until tomorrow evening.
* At 10:15 AM MDT Tuesday the stage was 4.8 feet.
* Flood stage is 15.0 feet.
* Moderate flooding is forecast. This approaches the flood of record.
* Forecast...The river is expected to rise above flood stage late 
  this morning to a crest of 20.6 feet this evening. It will then 
  fall below flood stage tomorrow morning.
* Impact...At 9.0 feet, the canyon reaches bankfull, and banks will 
  begin to overflow about 1 mile upstream from the U.S. Highway 285 
  bridge around San Jose Blvd and Fiesta Drive in Carlsbad.  Several 
  secondary roads and a few city streets will likely flood and 
  become impassable.
* Impact...At 15.0 feet, the canyon reaches minor flood stage, with 
  banks near capacity near the U.S. Highway 285 bridge in Carlsbad.  
  Water is likely to reach the railroad bridge just downstream from 
  the highway bridge.  Water should remain under the highway bridge, 
  but numerous city and outlying roads will flood, primarily 
  upstream.  Individuals near the Canal Street bridge should be 
  alert to rising water under the bridge.
* Impact...At 18.0 feet, the canyon reaches moderate flood stage.  A 
  few residences and businesses nearest to the bank near the U.S. 
  Highway 285 bridge (Canal Street) in Carlsbad begin to flood.
* Impact...At 22.0 feet, the canyon reaches major flood stage, and 
  begins flooding residences and businesses in the vicinity of Canal 
  Street and Dark Canyon Draw in Carlsbad begins.  U.S. Highway 285 
  (Canal Street) is likely to flood, and numerous other city streets 
  will be inundated.
* Flood History...This crest compares to a previous crest of 21.6 
  feet on 09/22/2014.

  this afternoon to a crest of 20.5 feet this evening. It will then 
  fall below flood stage late tonight.
* Impact...At 9.0 feet, the canyon reaches bankfull, and banks will
