The strongest winds will occur during the afternoon and evening hours. Local gusts above 70 mph may occur at the foot of the mountain passes. * WHERE...Areas through and below the canyons and passes. * WHEN...Until 11 PM PDT Thursday. * IMPACTS...Damaging winds may blow down trees and power lines.
