* At 128 PM EDT, Doppler radar indicated heavy rain across the
warned area from Tropical Storm Henri. Between 1 and 2 inches of
rain have fallen. The expected rainfall rate is 1 inch in 1 hour.
Additional rainfall amounts of 1 to 3 inches are possible in the
warned area. Flash flooding is ongoing or expected to begin
shortly as rain bands continue to move northward over the warned
area. In addition, sharp rises on rivers and streams in the warned
area at or over bankfull can be expected.

WINDHAM COUNTIES...
At 312 PM EDT, emergency management in the town of Manchester is
reporting that a 60 unit condo complex on Prospect St in Manchester
is being evacuated due to Bigelow Brook running out of its banks. In
addition, East Middle Turnpike Rd in Manchester is flooded and
impassable. Between 2 and 3.5 inches of rain have fallen. The
expected rainfall rate is 1 inch in 1 hour. Additional rainfall
amounts up to 1 inch are possible in the warned area. Flash flooding
is ongoing.
HAZARD...Flash flooding caused by heavy rain.

IMPACT...Flash flooding of small creeks and streams, urban areas,
highways, streets and underpasses as well as other poor
drainage and low-lying areas.

area. The town of Manchester has experienced flooding, including a
60 unit condo complex on Prospect St in Manchester that was
evacuated due to Bigelow Brook running out of its banks. In
addition, East Middle Turnpike Rd in Manchester is flooded and
impassable. Flooding was also reported by broadcast media on Burke
Rd in Vernon. Between 2 and 3.5 inches of rain have fallen. Flash
flooding is ongoing.
