  heavy rain across the warned area. Up to 0.5 inches of rain have 
  fallen. The expected rainfall rate is 1.5 to 2.5 inches in 1 hour. 
  Additional rainfall amounts of 2 to 3 inches are possible in the 
  warned area. Flash flooding is ongoing or expected to begin 
  shortly.

...FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 1030 PM EDT THIS 
EVENING FOR BRADFORD COUNTY...

At 805 PM EDT, Doppler radar indicated very heavy rain in an axis 
from Wilmot northwest to Wysox, Towanda and Wilawana. Between 1 and 
2.5 inches of rain has already fallen in much of Bradford County. 
The expected rainfall rate is up to 3 inches in 1 hour in this heavy 
rain band.  Flash flooding is ongoing or expected to begin shortly. 
This could evolve into a very dangerous situation.
