thunderstorms producing heavy rain across the warned area. Between
0.5 and 1 inch of rain has fallen. The expected rainfall rate is
up to 2.5 inches per hour. Additional rainfall amounts of up to 2
inches or more are possible in the warned area. Flash flooding is
expected to begin shortly especially in urban and poor drainage
areas.

EVENING FOR SOUTHWESTERN BROOME, SOUTHWESTERN CHENANGO, SOUTHEASTERN
TIOGA, NORTHEASTERN BRADFORD AND NORTHWESTERN SUSQUEHANNA COUNTIES...
At 854 PM EDT, Doppler radar and automated rain gauges indicated
showers and isolated thunderstorms producing heavy rain across the
warned area. Between 1 and 2 inches of rain have fallen. The
expected rainfall rate is 1 inch in 1 hour. Additional rainfall
amounts of up to 2 inches are possible in the warned area. Flash
flooding has been reported with multiple vehicles reported trapped
in water in Vestal. There were also a few residences that have
experienced flooding in the greater Binghamton area.
HAZARD...Life threatening flash flooding. Thunderstorms producing
flash flooding.

* At 941 PM EDT, Doppler radar and automated rain gauges indicated
that the heaviest rain from the showers and thunderstorms was
finally beginning to taper off in the greater Binghamton area.
Between 1.5 and 3 inches of rain have fallen. Additional rainfall
amounts up to 1 inch are possible in the warned area. Significant
flash flooding has been reported with numerous vehicles trapped in
water. Several residences were flooded as well as many basements
seeing significant flooding. Many roads were also flooded. This is
a dangerous situation. Do not venture out unless it is an
emergency.
HAZARD...Life threatening flash flooding. Heavy rain and runoff
producing flash flooding.

Flood waters will continue to recede and the heavy rain has ended
tonight. Additional flooding is no longer expected, however runoff
may continue to cause road closures in some locations.
A Flash Flood Watch remains in effect until 1200 PM EDT Monday for
portions of central New York and northeast Pennsylvania.
