  Central Wayne County in northeastern Pennsylvania...

* Until 115 AM EDT.

* At 1009 PM EDT, Doppler radar indicated thunderstorms producing 
  heavy rain across the warned area. Between 1.5 and 2.5 inches of 
  rain have fallen. Flash flooding is already occurring. Local law 
  enforcement is reporting multiple roads flooded at this time.

  HAZARD...Flash flooding caused by thunderstorms.

           highways, streets and underpasses as well as other
           drainage and low lying areas.

At 1052 PM EDT, local law enforcement reported thunderstorms 
producing heavy rain across the warned area. Between 1.5 and 3 
inches of rain have fallen. Flash flooding is already occurring. 
Numerous roads are flooded and some are impassable.

HAZARD...Flash flooding caused by thunderstorms.

MORNING FOR NORTHEASTERN LACKAWANNA AND CENTRAL WAYNE COUNTIES...

At 1253 AM EDT, Local law enforcement reported ongoing flooding from 
heavy rain that fell across the warned area. Between 2 and 3.5 
inches of rain have fallen. Flash flooding has been occurring, but 
impacts are diminishing as flooding recedes.

HAZARD...Flash flooding caused by thunderstorms.

SOURCE...Law enforcement.

IMPACT...Flooding of small creeks and streams, urban areas,
         highways, streets and underpasses as well as other
         drainage and low lying areas.

Some locations that will experience flash flooding include...
  Scranton, Honesdale, Dunmore, Archbald, Dickson City, Olyphant,
